In South Africa, we supported 779 beneficiaries in 2021 to gain $24,9 million (R396m) in increased revenue and wages as a result of our work. A large proportion of the beneficiaries were SMMEs and 43% of those with increased revenue who are women or women-owned businesses.
Program Background
TechnoServe delivers an Enterprise, and Supplier Development program at the client’s operations. The initiative offers the opportunity to deliver transformative economic change by supporting local enterprises to grow their businesses to the next level. The initiative looks to drive broader development across the mining, agricultural, tourism, and retail sectors to support local economic development. In the first four years the initiative supported 10,000 jobs across 8 locations. This global flagship initiative proves the impact of shared value initiatives: namely how business can make investments that both deliver value to shareholders and deliver meaningful impact to individuals and communities in their areas of operation. TechnoServe is delivering this Enterprise, and Supplier Development initiative through a network of hubs, operating under the client’s brand name. The hubs are located across 4 provinces in South Africa. TechnoServe employs a team of 7-8 staff to operate each hub. Each hub delivers business acceleration services (training, mentorship, business development, access to finance, linkages to market opportunities, etc.) to eligible entrepreneurs within a 50-kilometer radius of the hub.
TechnoServe is currently on a 2-year extension of this successful initiative and we are currently seeking an to contribute to the regulatory compliance requirements for all project activities.
DUTIES & RESPONSIBILITIES
The purpose of the Senior Compliance Coordinator is to ensure that the program complies with all regulatory requirements and furthermore to work with and support program teams to develop, improve and manage compliance activities to ensure that compliance activities become part of the program culture.
Broad-Based Black Economic Empowerment (BBBEE) Compliance
In consultation with the M&E Manager and hub teams, coordinate the implementation of a BBBEE compliance strategy, including but not limited to:
- Develop and manage an annual BBBEE implementation plan
- Contribute to BBBEE policies and procedures to ensure program compliance with implementation plan
- With support from the M&E Manager, train staff on program compliance and BBBEE requirements
- Review, consolidate and report BBBEE verifications by beneficiary, hub and wave
- Manage the central repository of MOVs
- Monthly and quarterly reporting against BBBEE implementation plan to the M&E Manager.
- Manage annual BBBEE audit for all business units.
Program Implementation Compliance (Key Performance Indicators)
Manage the verification process of beneficiary performance results, including but not limited to:
- Onboarding Verification:
- Confirm that applications received match recorded entries in BMS
- Regular, random audits of sampled applicants/beneficiaries to provide assurance on the accuracy of data capturing
- Review and approval of all Means of Verifications (MOV) for beneficiary baseline data (which becomes the departure point from where progress is measured), for each wave and within approved timeframes.
- Together with M&E Manager, and in consultation with hub teams, ensure all compliance requirements are met within the required timeframes, including BBBEE compliance (as per above)
- In consultation with Hub Administrators and hub teams, manage anomalies and queries to ensure ultimate accuracy when beneficiaries are on boarded on the program.
- Intervention Verification:
- Manage a central repository of program MOVs including training registers, and other program documentation as and when activities are delivered.
- Monthly compliance reports submitted to M&E Manager for ultimate submission to Hubs and
- Manage a ‘real time’ database of hub progress
- Together with Hub Administrators, report on hub progress
- Graduation Verification:
- Review and approval of all Means of Verifications (MOV) for beneficiary end line data, reporting on final performance of each beneficiary, wave and pillar within approved timeframes
- In consultation with hub teams, ensure all compliance requirements are met within the required timeframes, including BBBEE compliance (as per above)
- In consultation with Hub Administrators and hub teams, manage anomalies and queries to ensure ultimate accuracy at the completion of each wave.
- Performance Improvement Activities
- At the conclusion of each wave cycle, analyse and report to M&E Manager on wave performance including proposed changes to policies and procedures to ensure the continuous improvement of program compliance activities (including BBBEE activities)
- With support from the M&E Manager, train staff on program compliance requirements
Program Audits
- Under the direction and supervision of the M&E Manager, and together with hub teams, coordinate, collate, and report to the client and appointed auditors as per the scope of requirements for each audit. Establish an excellent working relationship with all internal and external stakeholders
- Maintain central records and databases relevant to each audit
Data Management
- Responsible for reviewing data points in the Beneficiary Management System to ensure that data matches the approved MOV, and onward reporting of the results to the M&E Manager.
- Responsible for reviewing data points in the program’s Online Learning Management System to ensure that data matches reported progress by wave and to findings of results to the M&E Manager and Program Implementation Manager.
- Prepare, update, and manage all M&E MOV templates
Reporting
- Monthly compliance reports submitted to M&E Manager for ultimate submission to Hubs and PMO, including reporting on agreed performance measurements by hub.
- Supporting the Monitoring and Evaluation Manager from the program office to extract relevant data as required
Perform other duties that would be assigned from time to time by the supervisor
REQUIREMENTS
- Bachelor in Administration / Information management degree or other appropriate 3-year qualification
- At least 2 years’ administration experience. Experience in compliance, data management and reporting will be a competitive advantage.
- Experience with BBBEE compliance preferred
- Good Microsoft Excel / Google Sheets skills
- Excellent data analysis and reporting skills
- Excellent oral and written communication skills (in English)
- Very methodical and strong organizational skills
- Good interpersonal and communications skills in a multi-cultural environment
- Ability to work proactively and independently to support the program
- Ability to work under pressure and commitment to meet deadlines
- Ability to review the work (data captured) of colleagues
- Comfort with learning how to work with new software applications
