ESSENTIAL JOB FUNCTIONS:
- Direct all O&M personnel to ensure that generating requirements, plant efficiency and reliability are maintained, and that local, state, and federal regulatory requirements are met.
- Track and manage the availability of the plant daily. Ensure the plant is operated in a manner to maximize availability. Identify operations and maintenance problems that prevent the plant from achieving the dispatch operations and goals of the Fund.
- Reviews and improves operational and maintenance processes and ensures that personnel adhere to established procedures and practices. Develops action plans to align employee accountabilities and conduct with operation and maintenance processes.
- Takes the lead in investigating and resolving all forced outages and operating irregularities. Reviews and makes recommendations to improve equipment availability, performance, and reliability.
- Prepares necessary plant operation reports in a timely manner.
- Selects and assigns O&M employment candidates and assures complete and proper professional safety training and orientation for all O&M department members.
- Prepares O&M department budgets and/or makes recommendations to the Plant Manager relative to operating and capital budgets. Implements O&M activities in accordance with approved budget.
- Develops and implements training programs to maximize the effectiveness of the O&M staff. Provides overall coordination for O&M department training and development including budgeting and scheduling.
- Implements a comprehensive maintenance program that includes preventive, predictive and corrective maintenance programs in accordance with Tenaska, manufacturer and industry practice and as indicated by equipment and system performance, maintenance records and safety requirements.
- Continually evaluates the maintenance program and adjusts conditions to optimize maintenance cost effectiveness, work quality, outage time and availability.
- Recommends plans and supervises the execution of planned outages. Ensures that work performed by plant personnel and contractors is planned and progresses as scheduled to meet performance and cost objectives.
- Manage offtake agreements or power contracts as required.
- Complete special projects as required by the Plant Manager.
- Other duties may be required to support safe and compliant plant operations.
- Dependable, reliable, and predictable attendance is required.
- Must possess a valid, in-state motor vehicle operator’s license at all times.
KNOWLEDGE, SKILL AND ABILITIES:
The O&M Manager operates from established and well-known procedures, performing duties independently with only general direction given. Decisions are made within policy constraints. The O&M Manager encounters new and varied work situations involving a high degree of complexity.
The O&M Manager must ensure that all work is performed in a safe manner resulting in no accidents and in compliance with all environmental permits at all times. The O&M Manager must effectively communicate information to the Plant Manager, fellow supervisors, and subordinate operation and maintenance personnel, relative to the condition of the plant equipment and performance and provide suggestions for plant improvement. The O&M Manager must ensure duties are performed in such a way as to result in an optimum cost-benefit ratio.
The O&M Manager has the authority to control the operation of the plant and must do so in a safe manner resulting in no accidents and in compliance with all environmental permits at all times. This position must effectively communicate information to supervision and fellow plant personnel, relative to the condition of the plant equipment and performance and provide suggestions for plant improvements.

EDUCATION AND EXPERIENCE:
Bachelor’s degree with five years of power plant experience or 10 years or more work experience required. NERC program administrative experience is highly desirable. Gas turbine experience is highly desirable. At least 6 or more years’ experience supervising technical, supervisory and administrative personnel required. Extensive working knowledge of power plant industry is desirable. History of development of innovative and creative problem-solving approaches to improving various aspects of facility performance including technical and business. The O&M Manager must have strong leadership, motivational, and communication (oral and written) skills, which includes the ability to communicate effectively to large groups.

WORKING CONDITIONS:
Position requires extended working hours and varied shifts with weekend and holiday work, as required by schedules, workload, and plant conditions. "On call" status will periodically be required.
All employees will participate in the Fitness for Duty Program. This program includes a pre-employment physical examination and drug screening, and random drug screening during employment. Extensive smoking restrictions exist in and around the facility.
