Under general direction, this position performs responsible payroll and leave-related work for the University and assists TAMU with monthly and bi-weekly payroll production. Coordinates activities and responsibilities regarding the payment of full and part-time faculty, staff, and student workers. Ensures payroll and leave compliance with federal and state laws, as well as System policies and regulations. Responsible for the administration and management of various System leave programs and policies. Work requires reviewing, preparing, and maintaining confidential information. Work requires contact with management, employees, retirees, state and federal agencies and the public.
ESSENTIAL DUTIES & RESPONSIBILITIES :
- Responsible for providing exemplary payroll and leave-related customer service to University employees and other stakeholders.
- Acts as the primary liaison between A&M-Texarkana and Texas A&M University (TAMU) on payroll issues. Adheres to production calendar for biweekly and monthly payroll and works with TAMU Payroll staff to ensure retro payments process correctly. Performs payroll support functions to include inputting and recalculating payroll corrections in Workday.
- Run payroll and related leave reports in Workday to ensure prompt and accurate biweekly/monthly payroll and accounting and detect payroll discrepancies. Prompt HR Contacts to review and approve biweekly/monthly payroll and non-exempt staff to meet time entry deadlines.
- Responsible for processing and distributing manual paychecks and promoting direct deposit through individual training sessions and written communications.
- Responsible for all payroll/leave related reporting, including, but not limited to Teacher Retirement System (TRS) monthly reporting, emergency leave and salary supplementation reporting.
- Responds to routine inquiries regarding payroll and leave policies, procedures and programs and improves and maintains knowledge base regarding compensation and leave laws, regulations, policies, and procedures.
- Administers faculty “Save for Summer” program, tax compliance process for foreign nationals and the payroll process for charitable contributions.
- Enters payroll corrections (PCTs) in Canopy. Works closely with the Accounting department to reconcile payroll accounts and assists departments in reconciling payroll discrepancies, as appropriate.
- Serves as a Single Sign-On (SSO) Administrator and maintains various Workday partner roles, including Payroll, Absence, Benefits, Compensation, Human Resources, etc.
- Works with University employees to ensure Border City Exemption and state tax requirements, if applicable, are set up accurately and troubleshoots any issues with TAMU tax compliance. Coordinates student FICA exemption process, including corrections and transmits FICA exemption file to TAMU each pay period.
- Administers Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Sick Leave Pool/Donation, Leave of Absence With/Without Pay, submits various required reporting and provides Workday Absence Partner verification and approvals.
- Completes employment verification requests for previous state employment. Requests information from prior employers regarding previous state service time. Records data for longevity, vacation accrual and retirement purposes. Completes and verifies previous state agency employment using current and legacy Human Resource Information Systems (HRIS).
- Provides training and assistance to Human Resource (HR) Contacts regarding supplemental payments, allowances, and payroll corrections. Trains employees/managers on how to enter/approve time and leave. Trains employees on leave programs. Maintains and updates payroll and leave webpages using Cascade.
- Assists employees with onboarding and New Hire Orientation. Attends various Workday/Payroll/Leave online meetings and other seminars.

KNOWLEDGE, SKILLS & ABILITIES :
Minimum Qualifications
- Bachelor’s degree in accounting or equivalent combination of education and experience.
- Three years of related experience.
- Knowledge of word processing, spreadsheet, and database applications
- Ability to multitask and work cooperatively with others.
Preferred Qualifications
- Experience with automated Payroll/Leave/Human Resource Management systems
- Workday/FAMIS/Canopy/Business Objects/Cascade experience
- Knowledge of Texas state agency payroll and leave administration
- FMLA/ADA experience
