General Description: This position serves as a member of the Texas Veterans Commission team responsible for assuring compliance of all grants awarded by the Commission. Provides expertise and guidance in fiscal compliance reviews, grant monitoring activities, and accounting-related functional duties. Work involves coordinating, reviewing, evaluating, and reporting of grantee compliance with requirements, policies, and regulations. Position serves as the agency fiscal point-of-contact for all grant monitoring and accounting functions.
Essential Duties and Responsibilities:
- Participates in a comprehensive grant compliance program to include desk reviews, technical assistance, and on-site monitoring.
- Reviews grantees accounting systems and internal controls and recommends changes to grantee fiscal process(es) as needed.
- Examines and analyzes grantee accounting records for reliability, adequacy, accuracy, and compliance with grant regulations.
- Prepares reports of findings, outlines discrepancies, and recommends corrective actions.
- Provides technical assistance regarding grant and contract administration, policies, and procedures.
- Prepares compliance reports for both internal and external use.
- Understands and interprets federal and state grant management policies and regulations (Code of Federal Regulations (CFR200) as it applies to non-profit organizations and state and local entities.
- Reviews submitted grant applications to determine eligibility based on regulations, program policies and established criteria.
- Reviews and evaluate A133 audits and assess financial stability for non-profit organizations.
- Performs research in the System of Award Management (SAM), GuideStar, and IRS Tax Exemption Search, and Federal Audit Clearinghouse websites.
- Work hours other than 8-5 may be required.
- Performs related work as assigned.

Minimum Education: Graduation from an accredited four-year college or university with major course work in business or public administration, finance, accounting, or closely related field. One year of full-time compliance and/or grant management experience may be substituted for one year of education, for up to four years of verifiable grant compliance/management experience to substitute for a college degree.
Minimum Experience: Two (2) years of full-time experience in the administration, development, coordination, and/or monitoring of grants or in a related inspector general officer position where compliance inspections were performed. Experience in using Code of Federal Regulations (CFR200) guidelines and applying requirements to monitoring activities is essential.
Certification: Must have the Grant Management Certification at the time of hire or achieve the certification within 12 months of the hire date.
Additional Requirements: A valid Texas driver’s license is required.
Preferred Experience and Qualifications:
- Experience conducting desk reviews, audits, or on-site visits with clients.
- Experience working for a state agency or nonprofit is preferred.
- Honorably discharged veteran preferred.
Knowledge, Skills and Abilities:
- Knowledge of laws and regulations pertaining to grant administration.
- Knowledge of accounting concepts, financial reporting, and internal control systems.
- Knowledge of Microsoft Office Suite such as Outlook, Word, Excel, and PowerPoint.
- Knowledge of Adobe Pro – creating, editing, merging PDF files.
- Skill in grant preparation, monitoring, evaluation, and report writing and in the use of a computer with applicable software.
- Ability to perform financial reconciliations.
- Ability to interpret guidelines, policies, procedures, and regulations.
- Ability to evaluate fiscal data for reasonableness, necessity, and conformity with grant requirements. Ability to communicate effectively for both orally and in writing.
- Ability to establish and maintain effective work relationships both internally and externally.
- Ability to perform work within the required time and able to meet scheduled deadlines.
- Ability to work under pressure and be successful in meeting goals and objectives. Ability to train others.

Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand/wrist/finger motions while using the computer.
