The Graduate School of Public Health and Health Policy (CUNY SPH) is dedicated to providing cutting edge graduate degree programs and to identifying, designing, implementing and evaluating public health initiatives that promote health equity and social justice. The mission of the school is to promote and sustan healthier populations in New York City and around the world through excellence in education, research and service in public health and by advocating for sound policy and practice to advance social justice and improve health outcomes for all. CUNY SPH faculty members are recognized leaders in health policy, community health interventions, infectious disease control, epidemiology, biostatistics, and public health informatics, among other areas. Faculty and students are actively engaged in promoting healthy cities in a healthy world. CUNY SPH is located in a new vertical campus in the heart of Harlem in New York City.

The Office of Administrative Services at the CUNY School of Public Health is responsible for the School’s day-to-day and strategic administrative operations, including: Human Resources, Business and Finance, Public Safety, Information Technology and Facilities/Environmental Health and Safety. With wide latitude for independent judgement and action, the Assistant Dean for Administration and Strategic Initiatives, reports to and works in close partnership with the Senior Associate Dean for Administration, to effectively manage and enhance the School’s operations to better serve students, faculty, staff and community partners. The Assistant Dean will play a leadership role in planning, implementing, and communicating about School and University administrative initiatives, strategic objectives, and special projects. As a change agent and subject matter expert, the Assistant Dean will promote continuous improvement and data-driven decision-making and lead efforts to streamline business processes and create efficient workflows.

Key responsibilities include, but are not limited to:

  • In partnership with the Senior Associate Dean for Administration, setting administrative priorities and carrying out strategic and operational goals for the Office of Administration

  • Developing and implementing a comprehensive plan for streamlining and automating business processes across the School.

  • Evaluating administrative services; working with administrative service providers and end-users to assess and enhance communication, service delivery and end-user experiences, as needed.

  • Working with the school’s operational departments to establish relevant administrative performance metrics, and evaluating performance against these metrics.

  • Playing a leadership role in School-wide initiatives, such as the School’s Strategic Framework and Pandemic Response Institute.

  • Assuring that SPH operational policies and procedures conform with all university and applicable laws and regulations; and are accurate, up-to-date, user-friendly and widely disseminated to the SPH community.

  • In collaboration with the School’s Leadership, establishing a meaningful professional development and continuous learning program for SPH staff; assuring that the professional development is integrated into the performance evaluation process.

  • Representing the Senior Associate Dean for Administration in their absence.

Note:

  • Until further notice, work will be performed in a hybrid manner with 70% onsite presence. All CUNY employees must reside with a commutable distance to the tri-state area.

  • Candidates will be required to provide proof of vaccination against COVID-19 upon commencing employment. Exemption (medical or religious) requests to this requirement will be considered in accordance with applicable law. Fully vaccinated is defined for this purpose as being at least two weeks past their final dose of and authorized COVID-19 vaccine regimen. Final candidates are required to be fully vaccinated as of their first day of employment.

QUALIFICATIONS

This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience.

Preferred Qualifications:

  • Master’s or doctoral degree in public health, public administration, business administration, higher education administration, computer science, information systems or a related field.

  • Proven record of leading operations, project management, strategic planning, and business development in a higher education, governmental or non-profit setting.

  • Experience leading cross-functional teams, navigating complex organizations, and establishing positive working relationships with a wide range partners.

  • Strong analytical, judgment and decision-making skills, with the ability to synthesize and succinctly present information, and develop data-driven and creative solutions to complex operational issues.

  • High degree of diplomacy and ability to maintain confidential and sensitive information.

  • Experience analyzing business requirements, developing and evaluating metrics, and developing dashboard and reporting solutions.

  • Demonstrated commitment to a customer service oriented, equitable and inclusive approach to leadership.

  • Outstanding written and oral communication skills.

  • Knowledge of CUNY operations, policies, procedures; and applicable laws and regulations; in one or more functional areas: business and finance; IT; HR or facilities/environmental health and safety is a plus.

COMPENSATION AND BENEFITS

Salary commensurate with education and experience.

Salary Range: $140,000 to $160,000

City of New York employees, and employees of Participating Employers, hired on or after July 1, 2019, and their eligible dependents, will only be eligible to enroll in the Emblem Health HIP HMO Preferred Plan, and must remain in the HIP HMO Preferred Plan for the first year (365 days) of employment.

After 365 days of employment, the employee will have the option of either remaining in the HIP HMO Preferred Plan or selecting a different health plan within 30 days before the end of the 365-day period. If a new health plan is selected, the new plan will be effective on the 366th day.
