Summary:

This is a remote position.

Seeking a Systems Analyst - Health Equity Analyst to support a COVID-19 Unit emergency response and recovery activities. The purpose of this classification is to support health equity analysis and insights. We recognize that there are health inequities in COVID-19 outcomes related to race, ethnicity, and other demographics as well as geographical difference, and seeks to proactively address disparities using data in this role. This position will provide services relevant to health equity and data analytics to support the epidemiology and surveillance activities of a COVID-19 Unit. This position will have access to COVID-19 data and is expected to bring knowledge of health disparities and data nuances to the team to better understand which communities are disproportionately being impacted and how to improve health outcomes.

Incumbent must be able to provide support a minimum of 35 hours a week minimum, with ability to work off-hour shifts, weekends, and holidays as needed to support COVID-19 Unit response requirements. Length of contract dependent on resource needs and funding availability.

Responsibilities:

Essential job functions include:

  • Research and produce analytical insights that highlight COVID-19 health inequities relating to health outcomes and access for different Rhode Island populations, and present findings to leadership and community partners
  • Monitor and evaluate COVID-19 response and make recommendations for improving the delivery of interventions to support more equitable access and outcomes in RI
  • Assist with data cleaning and data management of various types of data (structured and unstructured)
  • Contribute toward process improvements with respect to data management and analysis with a focus on data related to race and ethnicity, language, sexual orientation and gender identity, geography and other demographics of interest.
  • Assist with data cleaning and data management of various types of data (structured and unstructured)
  • Meet with community-based organizations and other stakeholders for data informed conversations
  • Other duties in support of emergency management and response as assigned by supervisor

Minimum Qualifications:

Due to the nature of this work, the selected candidate must have sufficient education, training, and experience to demonstrate the possession and direct application of the following knowledge and abilities:

Knowledge, Skills, and Abilities:

  • Expertise in health equity, disparities; the social and societal determinants of health that underline inequities; and understanding of equitable and culturally responsive approaches to conducting research
  • Ability to examine spatial trends and interrelate with demographic data
  • Passionate about addressing health inequities
  • Comprehensive knowledge of the theories, principles, and concepts of epidemiology and/or related health sciences to formulate hypotheses regarding health status and health outcomes and conduct meaningful analyses and interpretation of data
  • Knowledge of written communication methods and techniques to communicate skillfully and clearly complex scientific and/or technical information for presentation
  • Ability to be flexible if circumstances dictate and work under tight deadlines.
  • At least two years of SAS programming experience (not including coursework) including ability to:
    • Merge and subset data
    • Synthesize repeated measure data
    • Manage duplicate records and strategies to de-dup
    • Work with both character and numeric data and be able to convert between the two when appropriate, especially with dates
    • Import and export data to/from excel
    • Create tabular reports using proc freq, proc tabulate
    • Use macro variables and to write macro programs
  • Ability to operationalize an analysis request and independently determine suitable output.
  • Ability to manage multiple sources of online communication (email, conference calls, Teams) to stay connected in a remote environment.
  • Strong experience with Excel.
  • Experience with Salesforce a plus.

Education and Experience:

  • Required: Bachelor’s Degree in Public Health, Psychology, Epidemiology, or similar health-related field required, MPH preferred. In lieu of degree, equivalent education and/or experience may be considered
  • Experience collaborating with other teams/groups
  • Experience in health equity data analysis work
  • Experience in reconciling limitations of demographic and American Census data and missing data and communicate the data story
  • Experience in applied research or implementation science
  • Experience or interest in utilizing qualitative methods as needed for mixed-methods research
  • At least 2-5 years health services research or analytic experience
  • Preferred: 5 years health services research or analytic experience, particularly on population level health-related outcome
