Location: Washington, DC
Overview: IntelliBridge is an award-winning national security company with an immediate opening for a Financial Analyst to support a federal client. The Financial Analyst shall provide Executive Staff-level support to NSB and various FBI programs for a variety of fiscal and strategic performance analysis, financial management, and reporting activities supporting strategic financial business processes; Branch and Division-level budget programming, formulation, and execution within the federal budget process; process improvement initiatives; and policy development. Specifically, the Contractor shall:
- Support all phases of the federal budget planning, formulation, and execution cycles.
- Monitor execution levels (NIP and non-NIP), provides data validation, supports funding adjustments when necessary, and provides recommendations for Division-level corrective actions.
- Support and collaborate Branch/Division responses to external agency requests for information (RFIs) from government entities including, but not limited to Congress, OMB, and ODNI.
- Analyze financial management issues and provide recommendations by applying an understanding of operational requirements in relation to organizational fiscal and functional objectives;
- Collaborate with NSB-component divisions to assist with financial reporting;
- Independently develop routine and ad hoc financial reports, charts, and templates using MS Excel worksheets and pivot table functionalities, SharePoint, MS Access data from FBI enterprise data systems, including, but not limited to, Unified Financial Management System (UFMS), Automated Requisition Tool (ART), Financial Reporting Application (FRA), and Compass for audiences with varying levels of financial expertise, ranging from executive overviews to analyst-level detail.
- Use keen attention to detail and strong writing skills to produce financial reports, budget summaries, and /or summary documents within short deadlines and turnaround time for executive-level audiences.
- Complete requisition packages for the purpose of issuing contracts or exercising options on existing task orders.
- Resolve invoice payment issues to ensure proper expenditure of funds within Bureau accounting systems.
- Review financial coding structure to interpret and articulate relationships between codes in order to make financial code structure changes to properly reflect the organization structure.
- Attend meetings and draft summary notes of meeting topics, issues, outcomes, and follow-up actions.
- Brief various government audiences using good communication and interpersonal skills.
- Take initiative and self-start on projects with minimal support or guidance.
Clearance: Active Top-Secret clearance is required at time of application. Candidate must have the ability to successfully complete a Counterintelligence (CI) Polygraph examination if successful Cl Poly has not been recorded within the past five years.
Required Skills and Qualifications:
- Bachelor degree in finance, accounting, or a related field.
- Minimum 10 years senior, expert experience in federal government (intelligence, defense, law enforcement community) leading and/or coordinating multiple, complex projects with frequent aggressive and/or competing deadlines.
- 10 years of experience at a headquarters and/or executive-level that includes a combination of analyzing financial data, executing organizational budgets, developing budget justifications, and/or performing oversight for strategic programs that align with organizational goals.
- Expertise and demonstrated application of government accounting principles and fiscal law funds propriety practices.
- Subject matter expert (SME) in analyzing and researching financial data, written/verbal information, and programmatic outcomes to assess risks, formulate recommendations, and present written financial analysis and data which aligns with organizational goals.
- Outstanding skill in writing and producing resource-focused reports, summary papers, persuasive position papers, and/or briefs containing written financial analyses, textual justifications, and financial graphics describing fiscal performance related to operational outcomes, such as budget justifications, NIP text files, budget summaries, execution position papers, and/or budget talking points for executive-level and external agency audiences.
- Expertise developing and writing organizational performance measures related to resource allocations and supporting the routine collection and reporting of financial metrics.
- Expertise in successfully working at an Executive Staff-Level.
- High proficiency in creating and/or using MS Excel spreadsheets and pivot tables, PowerPoint presentations and demonstrative graphics, Word documents, and SharePoint lists and workflow tools.
- Outstanding attention to detail.

- Outstanding communication and interpersonal skills.
- High performing self-starter who proactively takes initiative to complete tasks and mitigate issues.

Financial Analyst 3– Preferred Experience and Technical Qualifications
- MBA or Master’s degree in finance, economics or a related field.
- Expert knowledge of federal financial management systems, management and accounting platforms, and/or resource-related databases.
- Expertise with government invoicing procedures and funds accountability.
- Relevant certifications – Acquisition Management Level II or III, PMP, CDFM, CGFM, or related certifications.
- Expertise in MS Excel advanced features.
Location: Washington, DC
Travel: Some travel will be required but is limited to the Greater Washington DC Metropolitan Area, to include Washington, DC, Virginia, and Maryland.
