POSITION DESCRIPTION: Evaluate project/process to determine current performance status. Make/recommend improvements to optimize delivery or improve results. Notify stakeholders of any changes to the project/process. Ensure project/process is consistent, predictable, and repeatable.
Perform Independent Assurance evaluations in the field as described in Department procedures and the Federal Aid Policy Guide. Perform these evaluations in an objective and professional manner. Document and report findings.
Support consultant contracts in accordance with applicable rules, laws, and procedures. Review the consultant work effort. Review and comment on invoices.
Perform analysis required to determine the best approach to Department soil and foundation needs. Perform analysis required to determine the appropriate foundation installation technique and parameters. Perform analysis required to determine if the installed foundation meets the design requirements. Design foundations and other geotechnical solutions to support Department infrastructure.
Inspect materials in the field as requested or required during Construction, Maintenance or Design. Determine materials compliance with Department contract and procedural documents. Inspect ongoing activities and documentation of materials related testing and inspection. Provide feedback and technical assistance to field personnel as appropriate. Document and report findings.
Perform field and/or laboratory testing in accordance with the applicable Florida Sampling and Testing Methods (FSTM), American Association of State Highway and Transportation Officials (AASHTO) or American Society for Testing and Materials (ASTM) test method. Report results precisely in the appropriate database. Keep all testing equipment calibrated and in good working order. Analyze materials data for contract and procedural compliance. Take timely action to correct any errors in the data. Actively facilitate the notification of stakeholders of errors, failures, or negative trends.
Provide materials related technical support to customers as requested. Provide support in time to meet the customer’s needs. Provide guidance and training to customers.
Review Quality Control plans, Construction plans, specifications, procedures, and any other documents necessary to execute the Department’s mission. Provide clear comments as requested in time to be useful to the customer.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of: the concepts, terminology, principles and analytical techniques of geotechnical engineering; engineering design, construction, production and/or operations. Skill in: using engineering tools, equipment and/or instruments. Ability to: operate a personal computer for word processing, spreadsheet, and database applications: analyze and interpret engineering data: solve problems relating to engineering: perform engineering inspections: apply engineering quantitative techniques: plan, organize and coordinate work assignments: communicate engineering information effectively: establish and maintain effective working relationships with others: pick up to 50 pounds and move around uneven terrain without assistance.
OTHER JOB RELATED REQUIREMENTS: Must possess or obtain and maintain Pile Driving Inspector Construction Training Qualifications Program (CTQP) and Drilled Shaft Inspector Construction Training Qualification Program (CTQP). Must pass or have passed Construction Math and Contract Plans Reading Self Study examinations.
MINIMUM QUALIFICATIONS: High School Diploma or equivalent. Prior experience using engineering or manufacturing tools, equipment and/or instruments; prior experience operating a personal computer for word processing, spreadsheet, and/or database applications; and prior experience with evaluating construction materials.
