POSITION DESCRIPTION: Manages and oversees the implementation of special projects for the Division of Toll Operations. Develops related procurement documents, cost estimates, technical requirements, functional requirements, system requirements, business rules, performance requirements, Key Performance Indicators (KPI), and Service Level Agreements (SLA). Coordinates with other business units and stakeholders to ensure all protocols, procedures and requirements are followed consistently.
Oversees contractor’s work product to ensure compliance with the contract. Escalates to the Deputy Director all non-compliance situations and assists with implementing the necessary process to achieve the necessary corrections and adherence to contractual requirements, deliverables, and overall performance. Tracks and resolves issues that arise during project implementation including those related to; schedule; functionality; technical performance; and requirements. Coordinates with the Toll Operations team, vendors and/or third-party service providers, and tolling and non-tolling partners, as needed.
Assists the Deputy Director with the implementation of a centralized procurement process for Toll Operations. Reviews current processes and proposes streamlined workflows to standardize procurement for Toll Operations. Performs review of all contracts in the system and identifies key activities (upcoming expirations, renewals, pending modifications, etc.). Maintains an overall annual schedule for procurement efforts related to priority projects.
Responsible for adherence to the overall procurement process for assigned projects including but not limited to the scope development, project schedules, contract modifications, change work orders notifications of non-compliance. Prepares monthly status reports, including project/contract schedule, status, risks, and accomplishments.
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge, skills, and abilities, including utilization of equipment, required for the position: Knowledge of contracting and project development processes. Strong project management and organizational skills. Ability and experience in developing procurement documents including scope of work, requirements, cost estimates, pricing sheets, and vendor selection criteria. Ability to track and resolve issues that arise during project implementation. Ability to negotiate, forecast, resolve issues and disputes, prioritize tasks, and manage time. Ability to communicate with multiple disciplines including Accounting and Finance, Procurement, and General Counsel. Ability to lead agency meetings, and public workshops and meetings.
