SUMMARY:
The Human Resources Specialist provides benefits support services to the J1 directorate. Performs a variety of duties related to management of administrative and personnel services programs of the J1.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Assist federal civilian employees in calculating the Service Computation Date (SCD) for retirement or leave purposes in accordance with governing guidance. Accurate inputs shall be completed within 5 business days of receipt of request and include all necessary data elements in accordance with OPM and DFAS Guidance.
- Assist in tracking and validating military service time that is not exempt from the Uniformed Service Employment and Reemployment Rights Act (USERRA). Draft and notify employees via memorandum of the termination of their expired Uniformed Service Employment and Reemployment Rights Act (USERRA). Counsel service members of their USERRA eligibility, refer to ESGR for specific USERRA issues. Eligibility shall be accurately validated in accordance with 38 USC 4312 and NGB USERRA Guide.
- Assist employees in calculating and processing retirement credit for military service. Contractor must have knowledge of program eligibility to include knowledge of military orders that would be eligible for the military buyback program. Draft and Submit documents to ABC-C and/or OPM for processing in accordance with USERRA Law, 38 USC 4312 and OPM. Track and monitor buy back process with employee.
- Award Management. The contractor shall manage the DCNG Federal Civilian awards program. The contractor shall ensure awards met eligibility criteria. Route awards for approval and process approved awards such as Time off Award, Sustained Superior Performance award, Quality Step increase awards and any other award annotated in CNGBI 1400 25 Vol 451 or DCNG Federal Civilian Award Policy memorandum. Eligibility shall be accurately validated in accordance with CNGBI 1400.25 Vol 451 and DCNG Federal Civilian Award Policy memorandum.
- Provide technical assistance, guidance and training to supervisors/managers and employees on the DOD Performance Management and Appraisal System. The contractor shall develop, modify and conduct training for supervisors and managers on the proper format, assist in developing the plan by providing performance tools or other information/instructions, and assist in monitoring program to ensure employees are being provided timely evaluations in accordance with governing instructions agency policy, DOD & CNGBI 1400.25 Vol 430. Assist in sending out monthly overdue evaluation reports as part of the monitoring of the program.
- Provide guidance and technical advice/training to management and employees on Federal benefit, entitlement, and retirement programs including but not limited to Federal Employee Health Benefits, Federal Employees Group Life Insurance, Thrift Savings Program, Long Term Care Program, Mass Transportation Program, Federal Civilian Awards Program, FERS/CSRS Retirements, Leave Program. The contractor shall develop, modify, and conduct presentation of basic and/or refresher training. Assistance/briefings are provided in a timely manner in accordance with applicable OPM Policy, NGB instructions and DCNG policy. The contractor shall assist in maintaining employee records and assist in processing healthy retirement packets for employees.
- Assist in the preparation briefing and in-processing of new Employees. Assist with benefits briefing of the New Employee Orientation training covering numerous federal employee benefit programs. Assistance and briefings shall be provided in a timely manner in accordance with applicable OPM Policy, NGB instructions and DCNG policy.
- Assist the DCNG in conducting Open Season Health Fair (annual event) for health benefits and life insurance in the appropriate timeframe. Contractor shall assist in recruiting vendors to attend the open season health fair in person, virtually or provide material for DCNG employees to review. The contractor shall compose handouts or flyers to assist in marketing the event, assist with the logistics in arranging the event and provide any other helpful tools for employees to understand the benefits and entitlements available to them. All marketing products/flyers must be submitted 60 days prior to open season event.
- Assist in resolving pay impacting issues in DCPDS by reviewing potential root cases in the employees DCPDS record and submitting Remedy tickets to resolve issue with DFAS. The contractor shall work with the HRSIS and Benefit Lead in identifying and fixing any coding errors in the system. The contractor shall keep the employee and their supervisor informed of issue and discuss the way forward in fixing the record. Pay impacting errors include but limited to incorrect FERS code, improper appointment code, and/or FEHB termination/debt issues.

REQUIREMENTS/QUALIFICATIONS:
EDUCATION AND EXPERIENCE:
- Must be a U.S. citizen and possess a Department of Defense T1 clearance.
- Bachelor’s Degree or 5 years of commensurate experience.
SKILLS, KNOWLEDGE AND ABILITIES:
- Knowledge of various Human Resource Information Systems.
- Ability to interpret regulatory guidance.
- Data base entry abilities (updating existing databases).
- Proficient with a broad range of Microsoft Office programs.
- Excellent proof-reading reading/attention to detail skills.
- Excellent communication skills.
- Knowledge of office machines in order to print, scan and fax documents.
