What are the responsibilities and job description for the Traffic Operations Superintendent position at The Town of Parker?
Exercising a high degree of leadership, discretion, and organization, this technical, safety-sensitive position directs employees in the maintenance, installation, and operations of the traffic signal systems throughout the Town.

H.S. Diploma or GED equivalent.
Associates degree in electronics, engineering, construction management, technology or a related field is preferred.
Five (5) years of traffic operations experience within the Town of Parker as a Traffic Signal Technician III or Traffic Signal Lead Technician with supervisory experience; or five (5) years of documented traffic operations experience with three (3) years of supervisory experience. Experience in the construction and maintenance of traffic signal systems, signs, and pavement markings is required. Three (3) or more years of supervisory experience is preferred.
Possession of, or the ability to readily obtain a valid Driver’s License, issued by the State of Colorado for the type of vehicle operated; safe driving record and a minimum of two (2) years of driving history.
Current NIMS/ICS training: IS 100, IS 200, and IS 700 or the ability to obtain within six (6) months of hire.
IS800, IS-552, IS-554, IS-556 and IS-558 required within twelve (12) months of hire.
Class B, Commercial Driver’s License with air brake and tanker endorsements or the ability to obtain within twelve (12) months of hire.
Certified ATSSA Traffic Control Supervisor or ability to obtain certificate within twelve (12) months of hire.
IMSA Traffic Signal Level II, and Signs and Markings Level II or ability to obtain within twelve (12) months of hire, or when the testing schedule and materials are available, is required.
IMSA Work Zone Traffic Control Certification or the ability to obtain within twelve (12) months of hire, or when the testing schedule and materials are available, is required.
An equivalent combination of education and experience to provide for the necessary knowledge, skills and abilities may be considered.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of traffic operations principles and practices.
Knowledge of traffic count methodologies and equipment.
Knowledge of team building methods and the ability to apply team-building methods within assigned team.
Knowledge of traffic control for roadways under construction and adjacent to construction sites.
Knowledge of municipal budgeting methods and the ability to make budget control decisions and recommendations on annual operating and capital improvement budgets.
Ability to implement and oversee all aspects of the installation, maintenance, and procedures of traffic signals, signs, pavement markings, and utility locates while ensuring compliance with Federal, State, and Town Standards.
Ability to demonstrate strong leadership skills.
Ability to demonstrate a high degree of ethics, integrity, and discretion while dealing with citizens and employees.
Ability to supervise and coordinate the activities of a diverse group of employees.
Ability to effectively communicate with staff, contractors, consultants, and utility providers both in writing and verbally, providing instruction and feedback regarding staff performance.
Ability to successfully communicate standards, processes, and Town terminology to contractors, consultants, citizens, and utility providers, coordinate activities with other departments, agencies, organizations, and individuals.
Ability to identify and implement risk management techniques to reduce exposure to injury, damage, and liability.
Ability to read and interpret construction plans and specifications.
Ability to review and ensure proper implementation of Traffic Control Plans in conformance with Manual for Uniform Traffic Control Devices (MUTCD). Ability to follow both verbal and written instructions and report operations both verbally and in written form.
Ability to produce reports using common software programs (Microsoft Word, Excel, Power, Point, Asset Management Program etc.).
