Remote work for individuals who reside outside Texas but within the United States and its territories will be considered and requires Central Office approval. This position provides life/work balance with typically a 40-hour work week and travel limited to training (e.g., conferences/courses). The Budget Office develops the University’s official roughly 3.6 billion dollar operating budget and provides strategic planning, financial reporting, financial analysis, and fiscal analysis of proposed and actual legislation affecting the University. Purpose To professionally lead, oversee, and develop the university’s official operating budget and budget operations. Provide strategic planning, reporting, financial analysis, forecasting, comparisons, and impact studies on proposed and actual legislation affecting the university. Advance short- and long- term initiatives that contribute to the institution’s strategic direction and commitment to operational excellence. Supervise and direct the work of a team. Collaborate closely with partners across campus from the executive office of a non-academic portfolio with a comprehensive and diverse university-wide scope. Responsibilities Oversee the annual budget process. Analyze, process, and track budget items including funding commitments to colleges, schools, and units (CSUs). Coordinate and implement university-wide budget initiatives including salary merit allocations, budget reductions, and other adjustments. Supervise the annual operating budget process, including compiling CSU budgets into a single university budget document, and drafting and reviewing budget documents and required reports for UT System and the Board of Regents. Coordinate, prepare and review ad hoc and required reports, analyses, and reviews necessary for requests from news media, Board of Regents, UT System, the legislature, and others. Direct and manage all aspects of the Budget Office. Hire and supervise staff with a commitment to the employee lifecycle. Cultivate talent, support professional development, and develop and practice business continuity. Coordinate the budget preparation and budget analyses with the Senior Vice President and CFO, other executive leadership, and campus business officers. Oversee the preparation of the Legislative Appropriation Request and coordination with UT System and the Legislative Budget Board. Draft and review legislative analysis, including bill analysis and fiscal note responses, during the legislative session. Oversee the functional and IT development and enhancements of the Budget Update Document and the Commitments System. Oversee tuition policy, including rate setting and structure, budgeting, and revenue forecasting. Other related functions as assigned. Required Qualifications Bachelor's degree in business, management, finance, or related field. Seven years of increasingly responsible budget experience in budget and policy development, management and analysis in a similarly complex environment. Relevant education and experience may be substituted as appropriate. Preferred Qualifications Master's degree in business, management, finance, or related field. Expertise in the development of comprehensive, integrated budgeting and reporting systems. Knowledge of university, state, federal, and foundation funding policies, procedures, regulations and mechanisms. Experience using common software applications (spreadsheets, graphics, word processing, presentation). Advanced accounting and budget skills related to budget development, projections, monitoring, and analysis; ability to construct and use models. Demonstrated understanding of an incentive-based budget model. Demonstrated analytical skills and experience with data analytic programs, i.e. Business Intelligence. Familiarity with higher education funding sources and related policy issues. The successful candidate will have strong oral, written, interpersonal, and organizational skills, analytical abilities and skills to address complex budget issues, the ability to communicate with a diverse campus population, demonstrated integrity and strong leadership, and the willingness to be part of a collaborative team. Salary Range $200,000 depending on qualifications Working Conditions Standard office conditions.
