Job Summary
This position works between UT Tyler, UT Tyler Health Science Center and with UT Health East Texas to receive requisitions for equipment or other goods, verify nomenclature, determine proper bidders, prepare Request for Bids and accept, tabulate, and make award of purchase orders. Additionally, this position consults catalogs and suppliers to obtain prices, contacts proper vendor and issues purchase orders and resolves discrepancies between purchase order and invoices. Assists all departments with contract documents when needed (Purchasing Addendums, EAJ Forms, internal contracts, etc.).
Major Responsibilities/Duties/Critical Tasks
- Receives requisitions for equipment or other goods or services $15,000 and over.
- Verifies nomenclature and specifications of purchase request.
- Determines proper bidders, prepares Request for Bids or Request for Proposals and all other bid documents.
- Accepts, tabulates, and makes award of purchase orders in accordance with state and UT System rules and regulations.
- Receives requisitions for routine purchases of any dollar amount, verifies specifications of purchase requests.
- Consults catalogs and suppliers to obtain prices and specifications.
- Contacts proper vendor and issues purchase orders in accordance with state and UT System rules and regulations.
- Resolves discrepancies between purchase order and invoices, delivery dates, delays, damages and rejections.
- Corresponds with parties involved to assure that orders, shipping, and deliveries are timely and in order.
- Responsible for expediting orders and keeping follow-ups current and up to date.
- Responsible for being knowledgeable of the Group Purchasing Organizations used at UTHSCT and UTT. Examples are Vizient, Healthtrust, Supply Chain, TXsmartbuy, etc.
- Maintains high ethical standards.
- Adheres to internal controls established by the department.
- Performs other duties as assigned
Required Education/Experience
- High School diploma or equivalent
- Three (3) years of experience in purchasing/buying (at institutional or department level). State purchasing/buying experience preferred.
- Must obtain Certified Texas Contract Developer (CTCD) within 12 months of employment.
- PeopleSoft experience preferred.

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length.
This position is security-sensitive and subject to Texas Education Code Section 51.215, which authorizes the employer to obtain criminal history record information. Applicants selected must be able to show proof of eligibility to work in the United States by time of hire.
