Job Summary:
The Benefits & Compensation Director is responsible for all aspects of the compensation and benefits programs, including the strategy, design, implementation, and administration. This position is also responsible for the oversight, compliance and administration of the organization’s retirement plan and executive deferred compensation program. The successful candidate will ensure a total rewards approach that drives employee performance and enables us to attract and retain top talent. This position will provide deep expertise and leadership in compensation and benefits strategy and solutions. This position will manage the company’s base-salary structure, facilitate the annual goal setting, and merit processes, and oversee the annual benefits renewal and enrollment processes.
REPORTING RELATIONSHIPS:
This position reports to the Vice President of Human Resources. This position supervises the HR Specialist, Benefits position.
Essential Job Duties and Functions:
- Manage all aspects of the health benefits programs, including group health, dental, vision, short-term and long-term disability, life insurance, retirement plans, voluntary benefits and EAP.
- Continuously monitor and report on performance of benefit plans, including overall claims experience, high claimants and pharmacy spend, and participate in assessment of cost projections and necessary premium adjustments.
- Partner with Employee Benefits Brokers to develop benefit plan design for annual renewal.
- Continually review and recommend new approaches and programs to managing health plan costs while improving experiences for members.
- Investigate new benefit programs, recommending changes where appropriate and improving existing programs, including voluntary benefit programs. For all benefits programs, build and maintain productive vendor relationships to ensure delivery of maximum value and service to covered members.
- Ensure compliance with applicable regulatory requirements and ensure all employer filings are completed on a timely basis.
- Prepare and submits all government-mandated benefit related reports.
- Lead annual benefits renewal process and recommends go-forward approaches taking into consideration feedback from leadership, market research and cost analysis.
- Facilitate the annual renewal and open enrollment process including preparation of employee communications and updating benefit enrollment information.
- Develop and maintain effective communication strategies, in collaboration with the Marketing department, to drive employee awareness and understanding of all compensation and benefits programs.
- Lead benefit initiatives and promote benefits programs that increase employee engagement such as benefits fairs, retirement planning events etc.
- Oversee invoice and billing reconciliation for benefits programs including health insurance, dental, vision, life insurance, STD, LTD etc.
- Design and manage new company Wellness Program, focusing on quantifiable programs which help minimize company medical costs while enhancing overall wellbeing of company team members. Program Focus: Physical, Mental and Financial health of Team Members.
- Oversee the organization’s workers’ compensation process and related claims.
- Coordinate Retirement and plan administration in partnership with third party retirement advisor.
- Oversee the 403(b) Fiduciary Committee.
- Responsible for the administration and compliance of the Executive Deferred Compensation 457(b).
- Lead annual 403(b) audit in conjunction with outside partners.
- Partner with leadership in the identification of a compensation philosophy.
- Ensure the organization offers market competitive base and incentive pay practices.
- Act as advisor to leadership on market data to help determine pay decisions.
- Assist the VP of HR on the development of a compensation program to include establishing salary grades with corresponding ranges, assigning positions to those grades, and developing a process by which individuals and position can move through the program.
- Participate in bonus compensation cycles to ensure accuracy and efficiency. Provide advice and guidance to management on compensation questions and issues, including individual compensation reviews and placement of positions within compensation programs and structures.
- Lead TWC participate in both exempt and nonexempt salary surveys.
- Keep apprised of federal, state and local compensation laws and regulations in order to ensure company compliance.
- Align the compensation program with company strategies and monitors the program against industry/market trends.
- Determine the right resources for the organization to access valid market pay data whether that be selected surveys or a third party.
- Prepare monthly, quarterly and annual reports as needed for the Board of Directors.
- Manage the NHSC and Public Service loan programs.
- Work closely with other members of HR team to maintain high level of organization within the department.
- Must be able to work quickly and accurately in a fast-paced environment.
- Responsible for the worker’s compensation audit
- Work with the Legal Department on Unemployment process & managing related claims.
- Perform other duties as assigned.
Requirements
REQUIRED QUALIFICATIONS:
- Bachelor’s degree in Human Resources, Business, Finance or equivalent work experience and/or education.
- 5 years managing Compensation and Benefits
- CCP (Certified Compensation Professional) certification a strong asset
- Strong knowledge of all pertinent federal and state regulations, filing and compliance requirements both adopted and pending affecting employee benefit programs, ACA, IRS, FLSA and minimum wage regulations in the states/locales in which TWCCH and TWCGME does business.
- Collaborative team player and ability to work effectively in a team environment.
- Demonstrated knowledge of employee health and wellness programs including processes and procedures.
- Ability to interface and communicate effectively in a clear and concise manner with all levels of employees, managers, consultants, and advisors.
- Excellent communication skills are necessary along with good facilitation and administrative skills.
- Ability to work with confidential information and maintain confidentiality at all times
- Strong Microsoft excel skills and proficiency with other Microsoft Office applications as necessary.
- Strong employee coaching, development and leadership skills with an emphasis on proactively seeking continual improvements.
- Strong analytical skills and a thorough knowledge of plan designs/options.
