Position Summary
Under the direction of the Human Resources Manager, serves as a Human Resources Assistant in support of all human resources activities, processes, and tasks related to human resources administration.
The incumbent will have strong communication and leadership skills and demonstrate a commitment to the TLCPL’s mission and values. These include being welcoming, innovative, objective, accountable, and collaborative.
Primary Responsibilities
1. Coordinates and participates in recruiting and interviewing internal and external employment applicants.
2. Posts/advertises authorized vacancies to internal and external candidates.
3. Reviews employment applications and verify applicants’ work history, education, and training.
4. Coordinates pre-employment and other testing of applicants as required.
5. Participates in the orientation of newly hired employees and ensures the processing of required documentation.
6. Manages and tracks employee participation in online learning within the learning management system.
7. Ensures compliance with applicable federal and state laws and requirements throughout the hiring process.

9. Coordinates the enrollment process for employee benefits offered through the Library. Assists in areas of health care benefits, worker’s compensation, unemployment compensation, retirement procedures and other employer directed programs.
10. Assists in the development of staff evaluation procedures and the maintenance of job descriptions.
11. Maintain the Human Resources employee database/HRIS systems and compile various personnel reports.
12. Assists with administering family medical leave requests, employment verifications, and personnel data requests.
13. Provides guidance and counsel to employees and managers regarding basic employee relations issues; observes confidentiality as appropriate for resolution.
14. Participates in system work groups and may act as chair or as an advisor or facilitator.
15. Participates in professional organizations and maintains knowledge of applicable Federal, State, and local statutes.
16. Performs other duties as assigned.
