Job Description
Under the direction of the Grants Manager, researches, develops, and submits grant applications for the Community Development Block Grant (CDBG), and assists County departments with planning, record keeping, and reports. Works with County Departments regarding the grant opportunities and conducting the research and actually writing and submitting the grant application; and tracks and submits mandatory reporting for the CDBG grant. The Grant Writer will be a grant funded employee as described in the Torrance County"s Personnel Ordinance as a "full-time or part-time employee hired to fill a position, which exists only upon the receipt of grant funds. This position is terminable at will and is not otherwise entitled to grievance as set forth in the ordinance". The continuation of this position is fully dependent on the award of the CDBG grant. Essential Job Functions and Responsibilities
Reviews literature dealing with funds available through grants from governmental agencies and private foundations to determine feasibility of developing programs to supplement local annual budget allocations.
Discusses program requirements and sources of funds available with administrative personnel as directed by the supervisor.
Confers with personnel affected by proposed program to develop program goals and objectives, outline how funds are to be used, and explain procedures necessary to obtain funding as directed by the supervisor.
Writes grant applications according to format required, and submits application to funding agency or foundation.
Works with fiscal officer in preparing narrative justification for purchase of new equipment and other budgetary expenditures as directed by the supervisor.
Meets with representatives of funding sources to work out final details of proposal.
Submits proposal to officials for approval.
Assists in the evaluation and monitoring of the CDBG Grant.
Assists department personnel in writing periodic reports to comply with grant requirements.
Maintains master files on grants.
Manages, Maintains, and coordinates the budget for the CDBG Grant.
Monitors paperwork connected with grant funded programs.
Demonstrates continuous efforts to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Answers the telephone and assists the general public.
Screens office and telephone callers; responds to requests for information.
Monitors and processes purchase orders and bills to be paid on a daily basis.
Performs a wide variety of general clerical work including the maintenance of accurate records and files; verify accuracy of information, research discrepancies and record information.
Organizes and maintains file system, and files correspondence and other records.
Operates a variety of office equipment including telephones, copiers, facsimile machines and computers, input and retrieve data text; organize and maintain various filling.
Maintains and requisitions material and supplies as required; checks office supplies, stocks materials and supplies.
Contacts public outside agencies in acquiring, and providing information.
Prepares, types and proof reads a variety of documents including general correspondence, reports, memorandums, rough drafts and verbal instructions.
Coordinates County responses to audits of funded grant projects.
Prepare the County"s Consolidated Annual Performance Evaluation Review (CAPER), annual CDBG Action Plan, and coordinate other HUD required reports.
Manage, monitor, prepare and execute all CDBG sub-recipient contracts.
Respond to correspondence from HUD, other agencies and the general public and explain detailed federal requirements of the CDBG program in a non-technical manner.
Maintain and update County website for CDBG Program.
Responsible for all County directed CDBG Programs.
Minimum Qualifications
~ Must have a valid New Mexico driver"s license, must be insured for liability purposes.
~ Must have High School Diploma or GED
~ Bachelor"s degree in political science, English, business administration, public administration or related fields, preferred.
~ Two (2) years professional experience in grants.
~ Or an equivalent combination of experience, education and training. Knowledge and Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and grant applications. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Proficiency in Word, Excel, PowerPoint, and outlook is required.
