Job Summary:
The Technical Recruiter will be responsible for collaborating with hiring managers to understand their needs, and sourcing candidates who bring value to the organization. The Technical Recruiter will also design recruitment strategies to meet the organization's needs. This position also manages the college recruiting program (entry-level rotational programs, interns and coops). Administers the entire employment process from developing the position, sourcing, screening, selecting, interviews, offer negotiation, background checks/drug screens, travel, relocation and on boarding.
Responsibilities:
Consult with management and HR to identify staffing needs and workforce planning strategies, and develop recruitment plan to meet demands
Develop position sourcing descriptions in consultation with business needs
Leverage various resources to source qualified candidates, including internet recruiting resources, ATS, schools, networking, search firms, job fairs, media advertisements, employee referrals, etc.
Screen candidates using resume screening, telephone screens, interviews, assessment tools, etc. as assigned
Interview job applicants as part of the screening process to get information on their work history, job skills, training and education, and inform them of the positions duties and responsibilities, compensation, benefits and working conditions
Select job applicants, confirm their qualifications and refer them to hiring managers, making recommendations when appropriate
Coordinate interview process to best meet Toshibas needs (interview scheduling, travel, virtual interviews)Assist with the research and development of new sourcing methods and strategies
Analyze employment data related to the position and create reports based on your findings
Manage entry-level rotational programs (e.g. Engineering) and coop/internship programs
Contact applicants to inform them of their application statuses and conduct background or reference checks and drug screens on job applicants, particularly those who will be given job offers
Manage relocation program in cost-effective manner
Manage all candidate correspondence (offers/declines/assessments/schedules)and on-boarding processing
Conduct new employee onboarding
Co-ordinate and facilitate recruitment functions, including job and career fairs, and college recruiting as required Manage and administer Application Tracking System
Assist managers on hiring trends and recruitment tools / reporting metrics
Ensure all documentation and filing is complete and current with regards to all state and federal guidelines
Any other duties assigned by management

Job Skills & Qualifications:Required:
Bachelor's degree required.
2-4 years of previous work experience in recruiting for positions in engineering, technical roles, operations, information technology or other related jobs
Negotiation skills
Excellent interpersonal communication skills
Strong social aptitude and ability to build relationships
Technical knowledge to be able to talk to job prospects and understand qualifications
Preferred:
Degree coursework in business, human resources, information technology or an engineering-technical field
Experience with different behavioral style interviewing techniques Initiative, high energy, strong sense of urgency and the ability to handle many projects simultaneously.
Excellent verbal and written communication skills.
Ability to multi-task Good organizational and problem solving skills
