What are the responsibilities and job description for the Director of Assessing *ZR position at Town of Barnstable?
The Town of Barnstable (population 49,000) is seeking qualified applicants for the position of Director of Assessing. This position is responsible for managing the operations of the Assessing Division and for directing municipal tax assessment activities.
Applicants must have thorough knowledge of municipal laws relating to the assessment of property & the levying of taxes, mapping, surveying, zoning & deeds. Must possess the ability to work efficiently and effectively communicate orally, in writing, and presentations with all levels of government and the general public. Responsibilities include but are not limited to: updating all town property values, daily supervision of assessing staff, department budget preparation. Must have thorough knowledge of computer applications for assessing functions and have the ability to prepare projections for tax revenues, analyze growth patterns, prepare & manage budgets. Must have an understanding of commercial property valuation even though the actual valuation is performed by a vendor.
Bachelor’s degree w/courses in business administration, finance & property assessment, more than 7yrs of progressively responsible experience in the valuation of property for tax purposes in accordance w/modern assessment principles including 5 years of supervisory experience; or any equivalent combination of education & experience. Certification as a MA Accredited Assessor or as a Certified MA Assessor required or the ability to obtain. Class D driver’s license.
The Town of Barnstable is made up of seven distinct villages, each with their own unique character: Barnstable, Centerville, Cotuit, Hyannis, Marstons Mills, Osterville and West Barnstable. In addition, Barnstable is considered the “hub” of Cape Cod with the largest healthcare facilities, retail shopping centers and major transportation operations including the Barnstable Municipal Airport, Cape Cod Regional Transportation Authority that offers bus service, the Steamship Authority that provides passenger and freight services to the Islands of Nantucket and Martha’s Vineyard. Barnstable has a budget of over $200 million and has enjoyed a AAA bond rating for several years.
Annual Salary: $116,467 to $139,189 dependent on qualifications. Commencing on July 1, 2024 this position will be eligible for overtime.
