The Public Works department is seeking a detail-oriented and dependable individual for the position of Water System Technician. The Water System Technician performs para-professional work in the operation, maintenance and repair of Cary's potable and reclaimed water distribution systems.
This critical position is essential for maintaining 1,000 plus miles of our water distribution system. The primary duties will include servicing and repairing fire hydrants, servicing and performing preventative maintenance on air release valves, exercising water valves to include repairing valves and valve boxes. They also support the bulk water program when needed, which generates an average of $50,000 per month. A Water System Technician is a key member of the Adverse Weather Response Team.
Employees in the class may be assigned to a particular function but must be trained and capable of performing all functions required of the class. The following typical tasks are examples of work being performed by employees in the class but all tasks may not apply to all employees in the class. This position works independently, under the general supervision of the Water Distribution System Field Supervisor. Participates in the maintenance of the potable and reclaim distribution systems;
Maintains paperwork on preventive maintenance programs and repairs to the potable and reclaimed distribution systems;
Uses computer for mapping and data entry in the field;
Handles complaint calls made by residents; talks to citizens and explains problems;
Notifies citizens of service interruptions;
Tests backflow and cross-connection devices; inspects, tests and repairs;
Flushes lines on a routine schedule; flushes lines to clear air and debris following repairs;
Follows de-chlorination SOPs when flushing;
Inspects fire hydrants on a determined schedule;
Services and performs preventative maintenance to hydrants on a periodic schedule;
Replaces hydrants damaged in accidents;
Tears down and repairs leaking or broken hydrants;
Flushes hydrants and flow test; paints hydrants;
Maintains landscaping around hydrants;
Services and performs preventative maintenance to air release valves located in manholes;
Maps changes and corrections to the potable and reclaimed distribution systems;
Responds to water line breaks; purifies area and takes chlorine readings;
Operates valve box cleaner;
Exercises valves; cleans and repairs valves and valve boxes;
Assists with utility line locates as needed;
Sets up work zones in high traffic areas;
Completes daily work orders;
Records unaccountable water usage;
Performs pressure checks and water flows on water system;
Installs and repairs bulk water meters; connects and disconnects bulk water users;
Maintains and repairs automatic flushing devices and sample stations;
Performs leak detection; operates leak detection equipment and performs necessary repairs;
Maps the water system;
Enforces policies and procedures that affect the water system;
Provides support to the wastewater collection system division;
Pulls after-hour call duty on a rotating schedule with other division personnel;
Verifies construction diagrams and drawings;
Maintains Pressure Reducing valves in the Water Distribution System;
Operates snow removal equipment during Inclement Weather Operations;
Investigates and reports damage to Water System infrastructure caused by accidents and incidents;
Performs other job-related tasks as required.

Any combination of education and experience equivalent to graduation from high school or equivalent GED with considerable work in water distribution systems maintenance and repair.
PHYSICAL REQUIREMENTS:
An employee in this class must possess significant physical ability. Work requires the employee to lift moderate to heavy items, dig with hand tools, crawl into tight spaces, and work on lines and other items which require dexterity in the hands. An employee must be able to work unassisted, stand for long periods of time, perform manual labor, and work in inclement weather. Visual acuity is necessary in order to read hand-written and typewritten materials and to view maps and testing equipment. An employee must also be able to hear, talk, and smell.
MINIMUM REQUIREMENTS:
Requires possession of a valid driver license with an acceptable driving history.
Requires possession of a valid Class "A" CDL, with an acceptable driving history, or ability to obtain one within 6 months of hire.
Certification at a Grade "C" in water distribution certification (or the ability to obtain within 18 months).
Cross Connection Control certification (or the ability to obtain within 18 months).
Trenching and shoring certification.
Work Zone Safety certification.
Class III asbestos certification.
National Incident Management System (NIMS) ICS 100 and ICS 700 training/certification required (provided).
Requires background check (which may include criminal check, education verification, and credit history review).
