Position Overview:
The Town of Castle Rock has an outstanding opportunity for a Fleet Services Manager in our Public Works department. This position is responsible for ensuring customer service-oriented delivery of maintenance and operations services in support of all Town vehicles and equipment. Work involves management of all fleet operations including planning,  replacement, disposal, procurement, and preventative and corrective maintenance of Town vehicles and equipment. They will perform duties in a manner consistent with the stated values of the organization.

  • Provides leadership and management of fleet operations to maximize the value that customers desire from fleet assets; This includes supervision, management oversight and leadership to technical operational personnel; Instructs, assigns, reviews and plans work of others; Oversees emergency and after-hours operations, including the potential of responding to larger scale emergencies; Establishes and monitors performance standards, coordinates activities, and allocates personnel; Ensures staff receives appropriate training; Recommends employee hiring, disciplinary actions, and salary increases as appropriate; Ensures customer service oriented service delivery
  • Develops vision for the division and undertakes long-term planning to identify required levels of service, resource needs, and strategy for effectively delivering services; Prepares work programs to meet expected levels of service; Coordinates work activities with other Town departments, other Public Works divisions, and contractors; Develops policy recommendations for Town wide fleet issues
  • Manages the delivery of work programs related to fleet maintenance and operations, including disposal and procurement of vehicles in accordance with all applicable standards, policies and regulations; Schedules maintenance activities in an efficient and effective manner; Identifies and implements improvements in service delivery methods
  • Develops and maintains effective customer relationships; Ensures customer questions and concerns are addressed in a timely manner
  • Provides leadership for the Town’s Fleet Advisory Committee (FAC); Works with Committee to identify fleet needs of the organization and establish policies and procedures for fleet replacement
  • Ensures required equipment is properly maintained and necessary materials and supplies are available
  • Manages asset life cycle programs; Evaluates and recommends replacement of vehicles and equipment; Writes and reviews technical specifications for purchase of new vehicles and equipment; Develops and maintains effective vendor relationships; Serves as liaison with factory representatives and vendors regarding equipment procurements and maintenance that comply with the Town’s purchasing policies; Oversees vendor equipment demonstrations; Negotiates with suppliers; Creates purchase orders; Coordinates vehicle disposal and procurement with other Town Departments
  • Establishes, updates, and ensures compliance with Green Fleet Policy; Researches possible alternate powered vehicles and recommends purchase for integration into the fleet; Monitors the fleet’s emissions output; Analyzes and recommends cost effective practices
  • Develops and monitors operational and capital (Fleet Replacement Fund) budgets; Analyzes and determines fees for services; Maintains expenditures in line with budgeted amounts
  • Plans and manages parts operation functions to include procurement, delivery/receiving/storing, inventory control and issuance of parts; Identifies products and vendors based on cost effective criteria and utility; Prepares product and service specifications; Monitors contractor performance
  • Oversees operation of fleet management software; Recommends upgrades or new installations; Ensures effective use of data for management and analysis
  • Manages recycle programs and fuel purchasing and vehicles wash contracts; Monitors fuel consumption and prices; Provides input to Finance to assist with establishing the Town-wide fuel budget
  • Gathers and analyzes detailed data specific to material usage, manpower hours and effective use of resources; Prepares reports on division activities, performance measures and levels of service attainment
  • Establishes policies and processes to effectively manage fleet maintenance and operations; Ensures that applicable Town, department and division policies and procedures are followed; Stays current on developments in industry programs and techniques; Evaluates effectiveness of various division polices and processes; recommends and implements modifications as needed
  • Ensures safe shop operations by developing and monitoring adherence to safety rules and regulations
  • Prepares and makes presentations before Public Works Commission, Town Council, and other organizations
  • Oversees and conducts investigations of vehicle accidents under observation of Police Department personnel to help establish mechanical causation of traffic accidents within the Town limits
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education:  Associate’s degree in automotive maintenance or a related field 

Experience:  At least five (5) years of progressively responsible experience in the field, to include experience in the administrative aspects of the work and two (2) years experience in a supervisory capacity; or any equivalent combination

Knowledge, Skills, and Abilities:
  • Working knowledge of asset management practices for efficient service delivery including the materials, methods and equipment utilized in fleet management to include vehicle replacement, fleet maintenance and repair techniques
  • Ability to develop and analyze performance indicators that are geared toward utilizing available resources to maximize elements valued by customers
  • Ability to develop and update documented policies, standard operating procedures, and other miscellaneous documents necessary to ensure efficient, and consistent fleet delivery services
  • Ability to make budget recommendations, and ensure expenditures are managed to approved budgets
  • Ability to work with customers to understand the operational needs of their vehicles and equipment to jointly right size vehicle and equipment purchases to meet these needs
  • Ability to effectively manage fleet personnel responsible for safely operating vehicles, light and heavy equipment, shop equipment, diagnostic equipment, power tools, and hand tools
  • Knowledge of principles of effective administration, including planning, evaluating, directing, and supervising
  • Ability to develop, organize and supervise the work of personnel
  • Knowledge of budgeting practices and effective fiscal management, including thorough knowledge of methods for managing the fleet replacement fund
  • Ability to establish short- and long-term measurable goals and priorities in line with expected levels of service
  • Ability to communicate clearly and concisely both orally and in writing, including the ability to communicate effectively with upset customers
  • Ability to gather and analyze data and to produce effective reports, studies and recommendations
  • Ability to establish and maintain effective working relationships with others
  • Skill in the use of a computer terminal and related peripheral equipment. Working knowledge of Microsoft Word, Excel and Outlook. Familiarity with fleet management software systems
  • Ability to demonstrate teamwork, creativity, innovation and leadership in performance of duties

Physical Demands:
  • Moderate to heavy physical work to include lifting and maneuvering up to 75lbs 
  • Frequent performance of activities requiring a full range of body movement including climbing, balancing, stooping, kneeling/bending, crouching, crawling, and/or twisting  
  • Frequent hand/eye coordination to operate tools and electrical equipment as well as for driving equipment and vehicles
  • Vision for reading, recording and interpreting information
  • Speech communication and hearing to maintain communication with employees and citizens
  • Ability to physically access various points within the Town’s facilities and properties, including the out-of-door environment where vehicles may be located.

  • Works both indoors and outdoors within the Town’s facilities and properties
