Currently, Zebulon has a population around 9,500, and expected to double in size in the next five years. The Town has a current budget of $18.8 million and 85 employees who are dedicated to serving the customers to the best of their ability. The Finance Department is looking for an energetic person that can bring their talents to enhance the services provided by the department.



 
Essential Functions
  1. Keys and verifies accounts payable entries with accuracy, posts expenses to the general ledger and prints reports.
  2. Maintains general ledger & records accounting transactions for Town (journal entries).
  3. Balances cash management assets and monthly financial statements.
  4. Assists with the annual Operating Budget preparation to include review and analysis of proposed budget expenditures and monitoring budget revenues and expenditures.
  5. Prepares and maintains budget spreadsheets, records and files.
  6. Analyzes current expenditure and revenue for patterns or potential problems.
  7. Identifies and recommends improvements in divisional and departmental operations to ensure support functions are efficient and cost effective.
  8. Assists with forecasting future revenues and expenditures.
  9. Researches, analyzes and prepares varied budgetary/financial projects and reports as requested by the Finance Director.
  10. Works with auditors on annual audit, preparing reports as needed.
  11. Assists with the compilation, completion and submittal of the annual CAFR (Comprehensive Annual Financial Report).
  12. Prepares a variety of studies, reports and related information for decision-making purposes.
  13. Assist Finance Director on maintaining fixed assets records.
  14. Performs other duties as required.  

     
Education and Experience
  1. Bachelor’s degree in Finance, Accounting, Economics, Business Administration or related field or equivalent combination of education and experience.
  2. Minimum of 2 years, preferably 3 years, of progressively responsible experience working in governmental accounting experience, preferable local government accounting.          
     
  1. Extensive knowledge of the laws, principles, practices and techniques of governmental budgeting in municipal administration and of federal, state, and local laws and policies governing fiscal operations.
  2. Thorough knowledge of the functions and operations of municipal organizations.
  3. Extensive knowledge of the theories, principles, practices and techniques of municipal accounting, finance and budgeting.
  4. Considerable knowledge of computer applications and operations including spreadsheets and data base management.
  5. Ability to perform complex financial analysis to include multi-year budget projections, analyses of capital improvement programs and budgets.
  6. Knowledge of research techniques, methods and procedures; ability to analyze and develop budget estimates, conduct detailed research and prepare reports and findings.
  7. Ability to establish priorities for the completion of work in accordance with required deadlines.
  8. Ability to manage multiple complex projects simultaneously.
  9. Ability to work independently with limited supervision.
  10. Ability to communicate effectively both orally and in writing with other employees, department heads and management.
  11. Ability to work well with the general public and fellow employees.

    Physical Requirements
    1. Must be able to physically perform the basic life operational functions of standing, sitting, fingering, grasping, talking (expressing or exchanging ideas by means of spoken words), hearing (perceiving nature of sounds by ear), and perform repetitive motions.
    2. Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects.
    3. Requires visual acuity to prepare data and statistics, work with accounting processes, operate a computer terminal, and do extensive reading.
