What are the responsibilities and job description for the Contracts Administrator position at Transdev Inc?
Overview:
This position reports directly to Transdev's SF Brokerage General Manager or designee and has the chief responsibility in three primary areas: purchasing, procurement of goods & services, and contract development, enforcement and compliance for Transdev's administrative responsibilities related to the oversight and administration of the San Francisco Paratransit Program. To that end, this position is responsible for, through the use of Corporate Purchasing & Procurement guidelines, ensuring that necessary and approved supplies and professional services are acquired in a cost competitive method and that Transdev's federal, state and SF-specific obligations as defined by the contract with SFMTA (such as "Buy America" and other federal, state and local provisions) regarding procurements are observed. This position will also promote compliance with all respects of all contacts and promote the use of Small Business, Local Business, Disadvantaged Business and Women-owned Business goals.
The salary range for this position is $64,480 - $75,000 DOQ. Responsibilities: As a part of contractor monitoring and compliance, this position may be required to prepare meaningful reports regarding compliance failures, trends and may need to arrange meetings with contractors to discuss ongoing patterns of compliance failures. This position is responsible for working with the operations team to compile recommendations for assessment of liquidated damages for contract violations and substandard performance by contractors which may involve the preparation of compliance failure notices leading up to curative notices. This position is also responsible for overseeing compliance by service providers and other contractors with insurance requirements of their respective contracts. Also responsible for taking the lead on issuance of notices of Requests for Proposals (RFP) and Invitation for Bids (IFB) and the related activities including the preparation of procurement documents, conducting pre-bid/pre-proposal conferences, updates to procurement documents, overseeing the review and scoring of proposals and notifying the selected contractor. Oversee the initiation and tracking of all office purchase orders. This position works closely with the Corporate Legal department to respond to procurement related activities. Also coordinates some tasks with quality assurance team members particularly contract compliance and initiating and tracking liquidated damages assessments as outlined in contracts for service providers and others.
Inasmuch as the duties and obligations to the SFMTA under this contract are vast and can expand or change quickly and because the aspect of contract solicitation and award is time specific, this position will also be responsible for overseeing and completing assignments to special projects as determined by the General Manager or designee. These projects can include but are not limited to research, policy/rule drafting/development, influence on overall planning and direction of the SF Paratransit program, special problem solving related to directions under consideration by the SFMTA, and special assignments determined by the GM to assist the GM in moving forward on numerous fronts.
This position must be capable of working independently and achieving a high level of work product output with guidance but little, and at times, no direct supervision. Work hours are generally 8 am to 5 pm, Monday through Friday. Successful candidate must be able to establish priorities and move quickly and dependably. Must be creative, forward thinking, and have initiative and display high-level writing and analytical skills. Qualifications: Skills/Knowledge/Abilities:
This person must be capable of performing in a variety of different public presentation settings and be able to adapt to different audiences with different presentation styles. Knowledge of ADA Paratransit, contract development and monitoring procurement and purchasing practices and particularly FTA procurement rules a plus. Experience with federal, state and local laws is also necessary.
The ideally qualified person should be a critical and creative thinker, capable of driving brain-storming sessions and discussion meetings and filtering information to arrive at the juncture of pushing forward questions in final format regarding policy or direction in a cogent manner and should be professionally capable of organizing thinking and discussion with the GM on numerous fronts. The ability to read, interpret, draft contracts and contract amendments is also important.
This position requires excellent reading, writing and analytical skills and abilities and requires successful candidate to possess a positive and energetic demeanor. Successful candidate must have the ability to be organized, focused and be capable of performing timely follow-up on all assignments and tasks. Successful candidate will take initiative on matters critical to the advancement of the program, be dependable and must be capable of communicating clearly at all times and in all situations and interacting with diverse groups of people in a sensitive, caring and understanding manner. Proficient computer skills are a requirement of this job. Working fluency with MS Word, Excel is a must; experience with other relevant software such as Power Point and desktop publishing software is preferred. Candidate must possess the ability to read and comprehend federal regulations and state and local laws. Some knowledge and experience in governmental affairs or governmental relations also advantageous. Must possess a valid CA drivers' license in good standing.
Other Duties:
Position may require attendance at some advisory committee or subcommittee meetings, service provider and/or public meetings, meetings with City/SFMTA officials, and/or training sessions for drivers, supervisors and other personnel. This position will make oral and/or written presentations as needed. Other related duties as assigned.
Experience/Educational Requirements:
Graduation from an accredited four-year college or university is required with a major in Business Administration, Business Law, Political Science, Public Administration, Transportation or related field. Graduate degree or the completion of some graduate coursework a plus. Experience in a disability-related work environment is preferred. Experience working in a fast-paced work environment is also a plus. At least two years of progressively increasing responsibility in a supervisory or leadership capacity is required.
Work Environment:
Ninety-five percent (95%) of the work performed in the capacity of this position is in a professional office environment that is clean, well lit, and in compliance with the ADA's Architectural Standards. Minimal lifting is required and never any more than boxes of 25 pounds. The remaining five percent (5%) level of work may be performed off site but never in unsafe or hazardous surroundings. The office is environmentally friendly and neither smoking nor artificial scents are permitted in the work environment. Must be able to operate a light duty vehicle as needed.
