FUNCTIONAL PURPOSE

The purpose of this position is to plan, direct, lead, administer, manage, and evaluate all transportation services and related activities to ensure safe, timely and equitable services for all transportation eligible Winston-Salem/Forsyth County School students.

 

DUTIES AND RESPONSIBILITIES:


  • Provides leadership level direction to Transportation Department personnel including but not limited to office support, mechanics, bus drivers, and field support.
  • Provides leadership on day-to-day operations to ensure safe, reliable and courteous service.
  • Provides leadership and expertise to the school district in the areas of strategic planning, as well as the execution, monitoring and evaluation of said plans as it relates to Transportation services and the success of students.
  • Oversees all aspects of daily bus operations and bus maintenance.
  • Monitors daily operations to ensure that work is performed efficiently and in accordance with appropriate state and federal regulations, District policies, procedures, and guidelines.
  • Assists and/or coordinates with the development of policies and procedures, system upgrades and implementations.  
  • Establishes and maintains positive customer relationships with parents, schools, and departments. Responds to and resolves difficult and sensitive inquires and complaints regarding transportation.
  • Responds to routine personnel questions or concerns in compliance with district policy. Resolves and/or delegates daily operational problems and emergencies.
  • Provides departmental updates to senior leadership on operational issues, including changes in pupil transportation regulations and guidelines.
  • Consults with senior leadership and Human Resources on non-routine issues. 
  • Provides leadership and supervises directly and through subordinate supervisors all department staff ensuring department goals are meet.
  • Plans, supervises, and evaluates the work of professionals and administrators; conducts program assessment and evaluations. Evaluates employee job performance to ensure effectiveness.
  • Prepares data necessary to process transportation payroll/approves monthly payroll.
  • Files and presents all physical and computerized reports, records, and other documents required in transportation area.
  • Oversee and participates in the development and administration of the transportation budget; assists in the forecast of funds needed for staffing, equipment, materials, training and supplies; monitors and approves expenditures; effectively devises and implements cost reduction techniques, strives for delivering support services on time, on budget, with 100% accuracy and exceeding customer expectations.
  • Directs and analyzes the efficiency and effectiveness of student-to-bus assignments, routing and scheduling of buses and service vehicles. Review staff work schedule assignments to meet these scheduling needs.
  • Coordinates and assists with the district transportation training program, collision investigations, safety programs, student management, drug and alcohol testing, bus driver performance evaluations and staff development. Develops training options and improvement plans to ensure exemplary operation of the transportation department.
  • Coordinates with the bus maintenance staff to prepare for annual state bus inspections while resolving any inspection issues.
  • Oversees a turnkey maintenance program of all transportation school vehicles to include yellow buses, activity buses, and service fleet vehicles.
  • Oversees and ensures proper grades and quantities of fuel requirements for daily operation of buses and vehicles. Oversees accurate systems and levels of parts inventory, supplies, tires and equipment required to safely maintain vehicles.
  • Enforces safety standards that conform with state, federal, and insurance regulations.
  • Oversee the development of a program of preventive safety. Develop goals, objectives, policies, regulations and practices to provide safe and efficient student transportation services. Provides a safe work environment for all employees.
  • Ensures compliance with all OSHA, EPA, and other regulated agency guidelines as they pertain to all transportation work site locations. Coordinates, evaluates and provides personnel and equipment safety training programs.
  • Responds to after-hours emergency calls as needed
  • Performs other related duties as assigned.

  • Ability to apply complex Federal, State, or local regulations to a wide variety of operational, budgetary, or program applications.
  • Ability to communicate effectively in oral and written form.
  • Ability to develop and maintain effective working relationships with Federal, State, and local officials, school administrators and staff, and the general public.
  • Ability to recognize, honor and celebrate successes.
  • Ability to meet schedules and timelines.
  • Ability to apply confidentially and discretion to situations and discussions as needed.
  • Knowledge of public speaking techniques.
  • Ability to work in all weather conditions to support pupil transportation and monitor roads and lots.

EDUCATION AND EXPERIENCE REQUIREMENTS:


  • Minimum: Bachelor’s Degree in Business or public administration, logistics, or in a field closely related to the occupation and seven years of professional/administrative experience in a leadership role in a related field; or an equivalent combination of training and experience. 

 CERTIFICATION AND LICENSURE REQUIREMENTS:

  • Possession of valid NC drivers’ license and satisfactory driving record, per WS/FCS policy requirements.
  • National Association of Pupil Transportation (NAPT) Directors’ Certification desired but not required.

 

Pay Grade CPO1 - Minimum Monthly Salary $7,393.33 - Full-Time - 12 Months
