To provide responsible administrative, supervisory, and enforcement skills in the commissioned law enforcement services of the Tyler Junior College District.

Responsible for supervising police personnel engaged in law enforcement duties associated with the protection, safety, and welfare of students, employees, visitors, and property within the area under the control and jurisdiction of the Tyler Junior College District. Exercises independent judgment within limits prescribed by law, Policies and Procedures of the Board of Trustees, institutional rules and regulations and Chief of Police departmental policies and procedures. Serves as a Campus Security Authority as defined by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act).

ESSENTIAL FUNCTIONS and DUTIES*
Primary Responsibilities

  • Provides direct supervision to Sergeants and general supervision to subordinate police department personnel.
  • Plans, organizes, assigns, and supervises departmental activities including the enforcement of criminal law, Policies and Procedures of the Board of Trustees, and the conduct of subordinates.
  • Checks performance, appearance, and conduct of subordinates.
  • Provides guidance and direction to staff on policies, procedures, and rules and regulations.
  • Receives and relays directives, assignments, and special orders to subordinates.
  • Makes evaluations and analyses concerning accomplishments of departmental goals and objectives.
  • Observes and evaluates departmental operations for efficiency and effectiveness.
  • Prepares and reviews various reports and makes recommendations.
  • Performs line inspections.
  • Develops and administers training programs.
  • Investigates circumstances surrounding violations of law and college regulations and policies.
  • Conducts investigations, writes reports, and recommends appropriate actions.
  • May be required to perform direct law enforcement activities, including preventing or suppressing crime and making arrests.
  • Performs related duties as required.

Periodic Responsibilities_*

  • Confers with College administrators, faculty, staff and students; and other law enforcement, court and governmental officials on matters of mutual interest.
  • Prepares work schedules and assigns overtime; approves the use of vacation leave.

QUALIFICATIONS*
Required Education/Experience

  • At the time the promotional process is undertaken, the applicant must have accrued a minimum of 45 credit hours from an accredited institution of higher education. and meet the Texas Commission on Law Enforcement Advanced Peace Officer Certification requirements.
  • At the time of the promotional assessment, the applicant must have held the position of sergeant for two continuous years successfully, or held the positions of lieutenant or higher for one year successfully, and has a total of five years’ as a full-time commissioned peace officer

Preferred Education/Experience_*

  • At the time the promotional process is undertaken, the applicant has accrued a bachelor’s degree from an accredited institution of higher education and meet the Texas Commission on Law Enforcement Master Proficiency Peace Officer Certification requirement.
  • At the time of the promotional assessment, the applicant be currently serving as a sergeant continuously for two years successfully or currently serving as a lieutenant or higher for one year successfully, and has a total of five years as a full-time commissioned peace officer

Credentials/Licensures_*

  • Required: Possess an Advanced Certification from the Texas Commission on Law Enforcement Officer Standards and Education at the time the promotional examination is taken.
  • Preferred: Possess Master and Instructor Certification from the Texas Commission on Law Enforcement Officer Standards and Education at the time the promotional examination is taken.

  • Perform other duties as assigned.
  • Will have contact – in person, by email, or by phone – with staff, students, and the general public.

EQUIPMENT
Required: Must be proficient with the operation and safety procedures of all equipment utilized by the Police Department necessary to perform assigned duties.

ACCURACY*
Must successfully pass an approved promotional process administered by the Chief of Police or designee. Proficiency in all phases of duties performed. Must demonstrate logical and effective problem-solving ability. Must be capable of providing credible testimony in a court of law.

PHYSICAL CAPABILITIES*
Duties involve driving, walking, running, standing, stooping, climbing, crouching, pushing, jumping over, pulling, carrying, reaching above head, lifting, lowering, hand-wrist and elbow motion, grasping, and holding. Good physical condition and vision, ability to hear, speak, and full use of arms and legs.
This position requires:

  • Working in Office Environment
  • Working in Patient Care Unit (e.g. Nursing unit; outpatient clinics)

WORKING CONDITIONS

  • Occasional exposure to outside weather conditions.
  • May be required to work during daytime or nighttime hours on one of three shifts with varying days off and on holidays.

  • Must hold a Peace Officer Commission issued by the Chief of Police of the Tyler Junior College Police Department.
  • Must possess a valid driver’s license not subject to suspension and must be eligible to drive a Tyler Junior College District-owned or leased vehicle.
  • Must have a thorough knowledge of and ability to apply supervisory methods, personnel management and evaluation, planning and coordinating, and effective written, oral, and interpersonal communication skills.
  • Must successfully complete a minimum of six (6) month evaluation period immediately following the promotion date.
  • Must have the physical and mental capabilities to properly carry out responsibilities and duties as a commissioned police officer of the Tyler Junior College District.
  • Knowledge and skills in emergency medical procedures, first aid, and CPR techniques.

Applicants must not have any disciplinary action, other than a demotion, above the level of verbal counseling within twelve months of applying.

  • Applicants must not have demoted due to disciplinary action, pending disciplinary, or while under criminal or administrative investigation at any point before applying.
  • Applicants who are not currently employed by the TJC Police department must pass all phases of the hiring and selection process as outlined in department policy 401A before being officially offered the position of lieutenant.
