This position is located in the Department of Homeland Security, United States Coast Guard, LANTAREA, CGD Seven (D7), Sector Charleston, MSU Savannah, in Savannah, GA.
Qualifications:
To Qualify for the GS-12 Grade Level: Applicants must have one year of specialized experience equivalent to the GS-11 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Examples of specialized experience includes: Coordinating a variety of sensitive and complex tasks encompassing the entire spectrum of maritime and port security; leading or assisting in the review of Facility Security Plans (FSP) and Alternative Security Plans (ASP) and participating in Maritime Transportation Security Act (MTSA) facility inspections to ensure compliance; and serving as spokesperson at public meetings, hearings, and briefings related to maritime and port security.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. Responsibilities:
The position is responsible for the implementation and enforcement of Executive Order 10173, as amended, the Ports and Waterways Safety Act of 1972, as amended, Maritime Transportation Security Act (MTSA) of 2002, Security and Accountability of Every Port (SAFE Port) Act of 2006, and other Coast Guard maritime security enabling authorities at the Sector level.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
- Serving as Executive Secretary to the Captain of the Port (COTP) Area Maritime Security Committee (AMSC) and shall be responsible for the administrative duties of the Committee.

Planning, coordinating with, advising and providing technical support to AMSCs, Port Readiness Committees, Harbor Safety Committees, port stakeholders, other federal, state, local and tribal agencies and entities, and maritime industry personnel, regarding port safety and security.

Coordinating, supervising and performing periodic validation of port-wide Area Maritime Security Assessments that comply with the requirements of the 33 CFR.

Developing, maintaining, and ensuring the AMSP is implemented in accordance with 33 CFR 103.505.

Serving as technical expert, exercising independent political judgment in developing and maintaining relationships with various stakeholders in the government and private industry to further maritime and port security goals.
