JOB BRIEF 

USIP is seeking a Project Officer to provide overall strategic and operational leadership to the Community-Based Dialogues for Reconciliation project in Southern Libya (CBDRSL). The successful candidate will have a minimum of 6 years of relevant work experience in conflict resolution, peacebuilding, community development, or a related field and possess strong knowledge and understanding of the political and social context of Libya. The position will be based in Tripoli, Libya, and requires proficiency in English and Arabic. This PSC position is open to Host Country Nationals and legal residents in Libya. Note: All applicants must have the required work and/or residency permits to be eligible for consideration. Responsibilities include program management, partnership building, and fundraising.

 RESPONSIBILITIES 

  •  Provide substantive and strategic leadership for the Community-Based Dialogues for Reconciliation project.
  •  Create and maintain partnerships with government institutions, UN agencies, U.S government partners, private sector, civil society, and other relevant stakeholders consistent with the program’s stakeholder engagement approach.
  •  Manage research and analysis with regard to strategic entry points for further USIP programming on community dialogues, national reconciliation, and transitional justice processes.
  •  Ensure coherent and effective management of the project.
  •  Measure performance and report on project results and outcomes to USIP leadership and funding partners.
  •  Prepare project work plans, progress reports, and quarterly and final reports.
  •  Organize coordination and project review meetings with funding partners.
  •  Assist in the recruitment and supervision of USIP Libya-based staff.
  •  Manage the process for the selection of suppliers, contractors, and partners for the project.
  •  Conduct field visits to supervise, coordinate, and monitor field-level project activities.
  •  Ensure that the project’s monitoring and evaluation framework is used to measure outputs, outcomes, results, and impact.
  •  Support relationship-building efforts with key government counterparts to ensure full partnership on the project.
  •  Lead drafting and revision of proposals and concept notes for funding partners.
  •  Promote identification and synthesis of best practices and lessons learned from the project area for organizational sharing and learning.
  •  Actively participate in USIP’s knowledge networks.
  •  Provide project management support.

QUALIFICATIONS 

  •  Bachelor’s degree in international relations or related field. 
  •  Six (6) or more years of related experience. 
  •  Knowledge of Libya's conflict and political dynamics is required, and gender, peacebuilding, reconciliation, and transitional justice thematic expertise is preferred. 
  •  Prior experience working with community-based dialogues is preferred.  
  •  Ability to supervise staff, contractors, vendors, etc. Demonstrated project design, implementation, monitoring, evaluation, and learning skills. 
  •  Experience managing projects in coordination with teams based abroad and with local partners. Strong time management skills with the ability to prioritize work and meet deadlines. 
  •  Demonstrated research, analytic, and writing skills. Able to write effectively in a variety of formats and for a variety of audiences in English. 
  •  Must have the ability to design and manage budgets. 
  •  Must have strong collaboration skills; must have the ability to coordinate the input and priorities of multiple players. 
  •  Must have excellent interpersonal skills. 
  •  Proficiency in English and Arabic, both written and oral, is required.
