What are the responsibilities and job description for the Market President position at UCare?
In support of UCare’s strategic growth priorities, this position is responsible for developing the path for market entry into targeted new markets in the Midwest, and learning and monitoring the landscape to support market entry implementation. They will provide market information, insights, and risk management and strategic guidance to inform all areas of planning and execution, while also developing and nurturing relationships within the market. This position will also assume state level leadership and accountability for the state relationship and operations. This position is the key liaison between the market, community, and the UCare organization.
Key areas of focus include but are not limited to:
- Strategy and planning
- Marketing coordination
- Network design and development
- Provider promotion
- Product development
- Stakeholder development and relationships
- State agencies relationship lead
- State-level programming and operations (upon award)
- Identify and implement market specific strategic growth opportunities, including recommendations of strategies and tactics to enhance visibility and market growth. This includes new markets, merger and acquisition, and business partnerships with a specific market (e.g., Kansas) and other potential new markets.
- Develop, nurture, and solidify strong relationships within the market, this includes provider, community, legislative and executive branch. Build and maintain a network of influencers and together, drive community awareness and engagement to support a high regional profile. Facilitate community engagement efforts and be the public face of UCare at events, conferences, and other opportunities to strengthen brand awareness.
- Upon award into a new market, lead the state-level plan relationship, programming and operations. This includes state-specific staffing and business units, who will have either direct or dotted line accountability to UCare Minnesota central operations and as well to this position. This includes government relations, community outreach, clinical (medical and behavioral), LTSS, customer service, provider relations, human resources, IT support and state specific contractors.
- Utilize comprehensive research and analysis of market segments, competitors, and market trends to support market entry line of business decision making and timing prior to market entry and implementation. Continually monitor market activity and developments.
- Understand health care insurance marketplace and state/federal regulatory reforms in order to identify opportunities for competitive product development and improvement.
- Contribute to the development of annual and multi-year plan(s) for the market based on understanding of current product(s), functional capabilities, competitors’ market position, national trends, political climate, and community wants and needs.
- Serve as market subject matter expert and thought leader to cross-functional teams across operations, compliance, government relations, marketing, analytics, and product management to support new product and business opportunities.
- Inform competitive differentiation, positioning, and marketing to support visibility and market presence and growth.
- In conjunction with others, develop innovative approaches and models positively impacting members.

Education
Bachelor’s degree in business, communications, marketing, health care, administration, or a closely related field. Demonstrated work experience may be considered in lieu of degree. Bachelor’s degree in a health-related field preferred; demonstrated experience may be considered in lieu of degree.
Required Experience
10 years of experience in the health care industry. Market analysis, business development and/or client relationship management experience. Knowledge of the healthcare industry and relevant trends. Broad knowledge of health insurance and services operational delivery and functions; preferably within a health plan. Ability to operate in a matrixed organization in support of the strategic expansion goals.
Preferred Experience
Knowledge of state and federal health care programs and regulations. Knowledge of health care industry in targeted new market areas, including market segments and market leaders. Experience with integrating health plan support services and other elements of operations in a growth environment. Medicaid experience.
