The Human Resources Manager, under supervision of the Department Chair and the Department Administrator, manages and supervises the human resources operations in a large department consisting of faculty, lecturers, permanent staff, research engineers, post-docs, teaching assistants, and other student employees.
Responsibilities include managing and processing faculty appointments, including off-quarter/summer employment and negotiated salary trial program appointments, in accordance with University policies and procedures; administering and overseeing the entire review process for faculty promotions and merit increases, and for lecturer and adjunct faculty appointments. Solves conflicts associated with payroll, benefits, multi-location agreements, and union agreements. Coordinates the department academic personnel policy-making process, including the department bylaws.
Manages staff reclassifications, merit increases, performance evaluations, and incentive awards. Counsels faculty and staff for their payroll, benefits, human-relations, and other personnel problems. Investigates and processes grievances, layoffs, and disciplinary actions. Leads, trains, and supervises administrative analysts, administrative specialists, and administrative assistants. Provides information and training sessions on employee and labor relations, performance, and other personnel- payroll-, and benefits-related topics.

Demonstrated profound experience in university human resources policies, procedures, and systems, including academic, academic apprentice, and staff employment, compensation, salary administration, recruitment, and compliance.

Ability to analyze and interpret the UCLA Call, Academic Personnel Manual, Staff Personnel Manual, and the labor unions agreements.
Required
Working knowledge of the U.S. Government and State laws regarding labor and employee relations, aliens (immigration), taxes, and benefits.
