Position Summary:
Tyto is searching for Technical Leads in a variety of technical disciplines to support a complex, multi-year contract to provide streamlined delivery of IT solutions to the warfighter at shore installations in USEUCOM’s Area of Responsibility (AOR). The scope of this program covers the full spectrum of activities required for the delivery and support of USEUCOM C4ISR, IT, and Electronic Security Systems (ESS) systems. Technical Leads are responsible for the execution and delivery of all projects requiring engineering, design, procurement, fabrication, configuration, integration, installation, logistics, maintenance, and life cycle support. Technical Leads are required for the following contract performance areas:
- Inside/Outside Plant (ISP/OSP) Infrastructure
- Active Infrastructure (AI)
- Desktop Automated Information Systems (AIS)
- Audio-Visual (AV)
- Command Centers and Other Smart Facilities
- Space Planning
- Data Centers
- Cloud Computing
- Knowledge Management (KM)
- Command/Control (C2)
- Unified Communications (UC)
- Intrusion Detection Systems (IDS)
- Access Control Systems (ACS)
- Video Surveillance Systems (VSS) / Closed Circuit Television (CCTV)
- Physical Security Information Management Systems (PSIMS)
- Mass Notification Systems (MNS) and Public Address (PA) Systems.
Responsibilities:
- Manage projects in one of the technical performance areas listed above, involving 5 to 30 employees with values ranging from $250,000 to over $1,000,000
- Direct the engineering, design, procurement, fabrication, configuration, integration, installation, logistics, maintenance, and life cycle support of C4ISR, IT, and ESS systems projects
- Confer with senior management, supervisory personnel, contractors, and design professionals to define and resolve matters such as work procedures, complaints, and construction problems
- Work with the Master Scheduler to create a project schedule that tracks completion of tasks and ensure project milestones and deadlines are met
- Determine labor requirements and dispatch workers to project sites
- Interpret and explain plans and contract terms to administrative staff, employees, and clients
- Negotiate revisions, changes, and additions to contractual agreements with Architects, Engineers, Clients, Suppliers, and Subcontractors
- Supervise employees’ daily performance and mentor subordinates as required
- Monitor timelines and performance to ensure project remains on schedule and within budget
- Ensure projects consisting of the installation of electronic systems comply with the NAVWAR Shore Installation Process Handbook (SIPH)
- Interface with Architecture/Engineering team to ensure design efficiency
- Interface with internal and external customers
- Read and interpret blueprints, schematics, and statements of work (SOW)
- Suggest process improvements / cost saving measures
- Prepare Lists of Materials (LOM) and Basis of Estimates (BoE) for the acquisition of equipment and material to ensure on-time delivery to meet project schedules
- Plan material location and storage to enhance project productivity
- Obtain employee and subcontractor permits, badges, and access requests in advance
- Plan and maintain manpower forecasts in relation to budget and schedule
- Assist technicians with installation work as needed to maintain project schedule and budget
- Maintain organized and detailed project records (As-built documents, Schematics, etc.)
- Provide Program and Project Managers with weekly project status and schedule updates
- Interface with clients to address any project concerns
- Identify, price, track, and manage change orders ensuring effective resolution
Qualifications:
Education:
- Formal Technical training in one of the following contract performance areas:
- Inside/Outside Plant (ISP/OSP) Infrastructure

- Command Centers and Other Smart Facilities
- Space Planning

Desired:
- Project Management Institute (PMI) Project Management Professional (PMP) certification or
Experience:
- Ten (10) years of hands-on experience in one or more of the contract performance areas above
- Three (3) of the before mentioned years’ experience managing, supervising, directing, reviewing, and coordinating project teams
- Experience working on telecommunication, electrical, and/or construction electronic security projects ranging from $500,000 to $5M
- Experience working with contract drawings, subcontracts, contract addendums, specifications, and change orders
- Experience using MS Office Suite, Microsoft Project or Jira, and Visio or other CAD software
- Knowledge of design techniques, tools, and concepts involved in the production of precision technical plans, blueprints and drawings on electrical and telecommunication projects
- Familiar with standard deliverables and work process on construction and integration projects
- Must have strong interpersonal and writing skills and be a problem owner/solver
- Proven ability to effectively plan and organize one's own activities and the activities of others
- Reliable attendance at customer site during work hours required by customer
- Ability to work a flexible schedule that includes occasional nights and weekends
Technical Expert Status Accreditation (TESA)
- Candidates MUST be eligible for TESA award through the Defense Overseas Contractor Personnel (DOCPER) office.
Security Clearance Required:
- Active DoD Secret clearance with Top Secret eligibility
Travel Required:
- Yes, up to 20% of the time
