What are the responsibilities and job description for the GIS Grant Analyst position at United Communications?

SUMMARY:

The GIS Grant Analyst position will help establish a working process of researching, collecting, and creating products for United Communications to help generate revenue. This role will also be responsible for collecting and reviewing current United Communications data to generate reports for s FCC 477 and BDC processes. Finally, the GIS Grant Analyst will work closely with the Manager of GIS and Executive team to deliver products for presentations and announcements.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Duties include the following, but other duties may be assigned as required:

  • Ensures the timely implementation of GIS-related projects.
  • Assists in the development and management of grant-based data.
  • Work with billing and engineering to collect data for FCC 477 and BDC reporting.
  • Work with management and executive team to create products for presentation and announcements.
  • Discovering patterns and trends through spatial mapping of data.
  • Designing digital maps with geographic data and other data sources.
  • Developing mapping applications and tools.
  • Maintains expertise in GIS-related software and technologies.
  • Provides all United Communications Departments with the most recent and accurate GIS data available.
  • Performing data munging and cleaning to convert data into its desired form.
  • Managing a digital library of geographic maps in various file types.
  • Performs other related duties as assigned.

JOB QALIFICATION AND REQUIREMENTS:

Education, Experience, Skills, and Licenses/Certificates:

  • A Bachelor s degree in GIS, Geography, Earth Science, Engineering, Computer Science or a related field from an accredited college or university. AND OR
  • Minimum 3 years of experience in related GIS, engineering, or network construction in the areas of responsibility listed above.
  • PC Skills – requires a higher understanding of ESRI based software; ArcPro, ArcOnline, Enterprise, etc.
  • Proficiency with Microsoft Word, Excel, Smartsheets and Visio required.
  • Valid driver s license and acceptable driving record.

KNOWLEDGE AND PERSONAL QUALIFICATIONS:

  • GIS mapping software products including ESRI ArcGIS and Autodesk AutoCAD Map 3D. A successful candidate should be familiar with the data requirements and discrepancies of each system.
  • System and data requirements for ESRI based products.
  • Good understanding of telecom network topology and customer connectivity.
  • Commercial database systems
  • Experience with Federal and State Grants.
  • Able to effectively handle multiple priorities with a strong attention to detail in a fast-paced environment.
  • SQL and its usage to create and modify data sources for United Communications GIS.
  • Analyze complex problems, evaluate alternatives, and make sound, well-structured recommendations.
  • Prepare and present clear and well-organized written and oral reports to Manager of GIS, Director of Engineering and Planning, Executive Level Employees and other groups as required.
  • Explain GIS-related technical issues and concepts to non-technical staff.
  • Use the Internet, remote communications, and other advanced tools to increase productivity and perform job functions.
  • Establish and maintain effective working relationships with peers, superiors, vendor representatives and clients.
  • Assess the spatial needs of a United Communications department and recommend solutions.
  • Work with various skilled staff from other departments or outside agencies.
  • Read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Write reports, business correspondence, and procedure manuals.
  • Effectively present information and respond to questions from groups of managers, clients, outside agencies, and the general public.

SCHEDULE:
Monday through Friday with a flexible start time based on department and company needs.

  • Ability to work a flexible schedule to meet the needs of the business, including weekends and late shifts as grants and company timelines warrant.
  • Small percentage of out-of-town, overnight travel may be required.

WORK ENVIRONMENT:
United maintains a professional office environment. The employee must be able and willing to travel locally to reach customer and network locations or local events and regularly work in outdoor weather conditions. Compliance with all Company safety procedures is a requirement.
