The Veterans Affairs Community Care Network (CCN) Scientific Studies Manager works under the supervision of the Director of Clinical Quality Management and leads the CQM study team. The individual in this role is a subject matter expert in conducting clinical quality audits, clinical quality studies (CQS), clinical quality improvement initiatives (QIIs), and clinical quality improvement projects (QIPs) using scientific methodology. Responsible for the reporting and analysis of provider/institution care performance and for the development of plans and programs to support continuous quality improvement using HEDIS and other tools.

Primary Responsibilities* Leads CQM study team, sets team direction, resolves problems and provides team guidance and oversight for all studies and quality improvement activities
* Conducts CQS, QIIs, and QIPs
* Identify appropriate sources for data or information either internally or externally and collect data/information
* Analyze and interpret data or information
* Identify and drive quality improvement or intervention opportunities through completion and work cross-functionally with other departments/stakeholders as appropriate
* Develop or update work plans, policies and procedures
* Prepare reports, presentations, and communicates quality data or information in writing or verbally
* Prepares team development plans and performance evaluations in alignment with departmental and organizational goals
* Ensures work products adhere to scientific methodology and integrates URAC and NCQA standards
* Creates, reviews, and revises CQM study plans and reports
* Manage or actively participate in meetings (e.g., schedule, present, document meeting results, facilitate)
* Review results, conduct analyses (e.g., evaluate against goals/effectiveness of interventions over time), and prepare reports on findings
* VA CCN provider performance monitoring process
* Oversees the data analysis, timely completion of projects, deliverables and performance improvement process
* Evaluate current processes, compare to relevant standards or specifications and identify gaps in compliance or performance
* Develop and/or assist with corrective action plans based on audit findings or customer feedback
* Assists with accreditation activities, as needed
* Assists in the development of Patient Safety Initiatives
* Maintains compliance with the VA CCN contractual requirements

Required Qualifications:
* Bachelor’s degree
* RN with current, active license without restriction in required state(s) or higher license OR equivalent Active Clinical License such as Pharmacist
* 5 years clinical experience
* 2 years experience conducting research and studies
* 2 years supervisory/management experience
* Professional writing research/study reports experience
* Statistical data analysis, testing and interpretation
Preferred Qualifications:
* Master’s degree in Nursing, Administration or Business
* Certified Professional in Healthcare Quality® (CPHQ)
* 2 years Clinical Quality Management experience
* Government program (TRICARE, VA) experience
* Proven solid analytical skills and knowledge /experience with statistical tools
* Comprehensive knowledge of research methodology, HEDIS measures, benchmarking
* Moderate to advanced computer skills with emphasis on Microsoft Office software (Word, Excel, Access, PowerPoint), Databases, and Tableau
* Demonstrated ability to analyze quality data to formulate conclusions from multiple sources of complex data and communicate complex ideas clearly and concisely
