Position Summary:
Prepares, reviews, and monitors contracts for the acquisition of goods and services with input from hospital's Legal Counsel to ensure compliance with hospital, federal, state, and local laws, regulations, and requirements. Confirms all expectations, responsibilities, and scope of work of a solicitation have been outlined in detail. Conducts negotiations as required for the most solicitations and agreements, including professional and technical services, materials and equipment contracts, medical affiliations, and construction agreements.
 
 

Education/Experience:
Equivalent to a Bachelor's Degree in procurement management, business administration, or related field and three (3) years of professional level experience in contract administration and procurement/purchasing.

Licensing/Certification Requirements:
None

  • Experience with the administration of sealed bids and requests for proposals (RFPs) in accordance with Nevada Revised Statutes (NRS) 
  • Experience with IT software and hardware agreements and licensing  
  • Experience with lease agreements  
  • Previous healthcare contracts and/or purchasing experience 
  • Experience with an approval Board or governing board
  • Experience coordinating and managing large budgets
  • Previous government experience
  • Previous experience reviewing and compiling legal documents
  • Experience with conducting negotiations as required for solicitations and agreements, including professional and technical services, materials and equipment contracts, medical affiliations, and construction agreements
Knowledge of:
Contracts development, management and administration; state and county ordinances and procedures pertaining to contract preparation and processing, including accounting guidelines, provider agreements, and other state and county policies that impact on contracts; federal, state, and county laws and regulations related in the area of contracts administration; cost/price analysis techniques; research methods, techniques and standards sources of information as they relate to contract administration; policy analysis theory and techniques; fiscal and grant administration; methods and techniques of competitive bidding and negotiation; department and hospital safety practice and procedures; patient rights; age specific patient care practices; infection control policies and practices; handling, storage, use and disposal of hazardous materials; department and hospital emergency response policies and procedures.
 

Skill in:
Analyzing and developing recommendations concerning service unit utilization and cost data, contracts provisions and requirements to achieve departmental objectives; developing and recommending reporting systems for monitoring contract development status; interpreting and developing specifications and contracts; reading and interpreting invoices, budgets and audits; preparing a variety of clear, legal, and accurate documents and reports; meeting schedules and timelines; using initiative and independent judgment; establishing and maintaining effective working relationships with associates, administrative officials and vendors; presenting ideas effectively, both orally and in writing; using computers and related software applications; communicating with a wide variety of people from diverse socio-economic and ethnic backgrounds; establishing and maintaining effective working relationships with all personnel contacted in the course of duties; efficient, effective and safe use of equipment.

Physical Requirements and Working Conditions:
Mobility to work in a typical office setting and use standard office equipment, stamina to remain standing for long periods of time, vision to read printed materials and a VDT screen, and hearing and speech to communicate in person and over the telephone. Strength and agility to occasionally lift and carry up to 25 pounds. Attend meetings and events outside of normal working hours.
