The University of Arizona's Office of Research Contracts (ORC) invites applications for the position of Contract Officer (Grant and Contract Administrator IV). ORC is responsible for reviewing, negotiating, and approving over 3,000 grant, contract, and other agreements annually on behalf of the University of Arizona. The Contract Officer is responsible for the processing and negotiation of complex agreements related to funding from Federal, State and local governments, Industry, non-profits and academia. The Office of Research Contracts and Sponsored Projects Services (SPS) units within Research Innovation & Impact (RII) assist the University of Arizona research community in its efforts to secure external funding by providing high quality administrative and financial services to assist faculty and staff with proposals, provide guidance on the management of grants and contracts, and offer training on research administration topics. The successful candidate will have excellent interpersonal and collaborative skills, the ability to interact effectively with a diverse constituency and the ability to work within tight and conflicting deadlines.

Duties & Responsibilities

Duties & responsibilities:

  • Reviews, negotiates, and processes complex agreements.
  • Serves as the liaison with the external sponsor, the Sponsored Projects Services Office, the Office of General Counsel, the Export Control Programs office and other compliance/administrative offices within the University.
  • Oversees and resolves budgetary and compliance issues.
  • Works to enhance coordination and communication with internal stakeholders and sponsors for effective contract review and negotiations.
  • Serve as campus resource for principal investigators, study personnel and other University officials in the agreement review process. Advise, assist and provide training to faculty and other study personnel about policies, procedures, forms, laws and regulations related to university agreements.
  • Establishes and maintains a system to communicate the status of agreements and amendments to university stakeholders.
  • Assists with the formulation of guidelines, procedures, and the development of templates and other tools for agreements.
  • Maintain knowledge of current developments in policy, laws, regulations and best practices regulating university agreements.
  • Additional duties may be assigned.

Minimum Qualifications
  • Bachelor of Arts or Bachelor of Science degree in business administration, management, engineering, science or related field.
  • Minimum of 8 years of progressively responsible experience in the negotiation of agreements establishing research and development relationships in business, government, and/or academic environments.
  • Expertise in negotiating issues in federal, academic, or business contracting in an academic/research/technical environment.
  • Experience working with Federal Acquisition Regulations, Code of Federal Regulations, sponsor-specific policies, publication rights and application of indirect cost rates in research administration.

Preferred Qualifications
  • An advanced degree such as a Master of Science/Ph.D in a technical field, a Master of Business Administration, or a Juris Doctor AND 7 years of progressively responsible experience in the negotiation of agreements establishing research and development relationships in business, government, and/or academic environments.
  • Diverse, successful experience in a university sponsored projects office, department, or college, or industry contracts office.
