Departmental Overview

The Professional Schools Region (ProS) provides a wide range of reliable, high-quality administrative support services for the University of California, Berkeley in the areas of Research Administration, Purchasing and Reimbursements, and Human Resources & Academic Personnel Support.

In support of the UC Berkeley Operating Principles and the university's mission of teaching, research and public service, ProS operates in a culture, which encourages collaboration, innovation, simplification, and accountability. Berkeley Regional Services (BRS) is comprised of six (6) Regions which provide services to specific "groupings/clusters" of schools, colleges, and organized research units (5 academic, 1 all other). This regional approach to providing administrative services is intended to improve service quality by re-establishing personal connections and to develop more local expertise.

The Professional Schools region (ProS) serves the University Extension, Berkeley Law, Goldman School of Public Policy, Haas School of Business, School of Optometry, School of Public Health, Graduate School of Education, School of Social Welfare and the School of Journalism.

Responsibilities

This position is responsible for recommending, developing, implementing, administering, coordinating, and/or evaluating Human Resources policies, labor contracts, statutes, programs, and procedures covering several of the following: recruitment, compensation, employee relations, labor relations, payroll, benefits, welfare programs, training and development, visa procurement, intercampus transfers, and employee services for specific populations of employees.

Serves as the first point of contact within Pros to consult, evaluate and recommend process improvements to visa request submission, visa case management/allocation, and internal databases where visa requests are initiated and stored. Effectively communicates and collaborates with internal and external stakeholders to ensure process transparency and a clear understanding of complex USCIS and Department of State regulations, legislation, and policies, and their impact on campus visa and immigration processes.

Administer a full range of client and departmental HR operations. These may include conducting business process analyses to streamline and/or update HR processes, hiring large cohorts of seasonal student or other staff to meet business needs of the client departments, and tracking and updating personnel actions in the system of record for the campus.
Conduct HR trends analyses and help develop resulting recommendations. Generate reports in UC Systems; HR monthly appointment, visa and CWR end date reports. In collaboration with HR Partners, resolve non-routine, complex personnel processing problems, analyze and interpret personnel policy and procedures, and implement administrative changes for the department.
Serve as liaison between the HR Partner, the department and employee concerning student leaves of absence. Coordinate appointments managed via SmartSheets or other "mass-hire" method, e.g. GSI/GSR/Reader/Tutor appointments, TSPs, Lecturers. May manage Visiting Scholar, Lecturers and Postdoctoral appointment processes.

Student Appointment Administration
Provide guidance to supervisors and managers in developing student job descriptions and provides guidance on student compensation personnel policies, and procedures. Under general supervision screens resumes and applications and interviews applicants for student positions. Compiles personnel information, collects appointment data, monitors appointment spreadsheets, confirms appropriate authorizations and eligibility.
Audits data in licensed immigration database for visa processing and finalizes visitor profiles for time-sensitive submission. Notifies partners and Generalists when immigration documents are issued and provides instructions on procedures for visitors on establishing campus affiliation. Reverifies work authorization and BRS databases after status extensions to ensure compliance with Department of Homeland Security regulations. May handle end-to-end processing of visitors including appointment approval by the host department and/or VSPA office.

Maintains an internal Visa database to monitor ongoing Pros' cases and keep a record of completed cases for data analysis. Enters, updates, and audits data on campus database software including UCPath(PeopleSoft), ServiceNow, Tracker I-9, and International ScholarDossier(ISD). Advises Pros HR Partners/Generalists on time-tables for upcoming visa cases to avoid unnecessary fees when possible. Provides information to HR Partners/Generalists on Department of Homeland Security fees and utilizes BearBuy to issue fee payments for Department of Homeland Security.

Obtains pertinent information on visa cases, policies, procedures, and trends to make determinations on case-specific problems.

Work in tandem with UC teams and departments: ProS Onboarding, Payroll, HCM, BIO and Graduate Division. Manage sensitive and confidential information; effectively and collaboratively interacts with client groups.

Under general supervision provides advice and counsel to client groups according to established human resources policies and procedures. In collaboration with HR Partners, BRS, and campus HR, communicate on-going and new policies and procedures, practices, programs and relationships to the department, e.g., payroll deadlines.

Required Qualifications
Has working knowledge of all areas of HR. Acquiring knowledge of campus policies and procedures and knowledge of the functional area. Has analytical skills to conduct analysis and develop recommendations, and demonstrates organizational skills and problem-solving skills. Possesses basic knowledge of human resources policies and programs and the ability to gain knowledge of campus policies and procedures. Knowledge of related business software programs and systems. Excellent listening and customer service skills- applies tact and diplomacy, persuasive and sensitive Excellent computer skills, proficiency in MS Word, Excel, database management, experience in tracking and data analysis Highly motivated, flexible - comfortable and adaptable in a fast-moving, high-pressure, constantly changing environment, with frequent interruptions and shifting multiple priorities. Results oriented - creative problem-solving ability, dependable, can work collaboratively on a team. Proficient in communicating clearly and effectively verbally and in writing and in integrating information in the completion of assignments. Demonstrated ability to handle difficult or volatile situations/individuals effectively. Knowledge of US immigration documentation including I-797s, DS-2019s, DS-7002s, I-20s, I-94s, I-539s, EADs, visas, and passports.

Education and Training:
Bachelor's degree in a related area and/or equivalent experience/training.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The budgeted salary or hourly range that the University reasonably expects to pay for this position is $65,041 - $68,000 .
