Departmental Overview

The College of Environmental Design brings together instruction and research in architecture, city and regional planning, landscape architecture and environmental planning, and urban design.

The prime candidate manages the Student Technology Center, serving approximately 1000 students each semester and 100 faculty and staff; supervises computer resource assistant work study students; oversees building and room facilities access using the campus C-Cure security management system; regulates credit and debit card processing, financial reconciliations, and PCI compliance; and assigns first-level College-wide IT Helpdesk responses. The Manager for the Student Technology Center role involves analyzing business and technical processes and problems; developing and implementing solutions involving the use of computer systems, information flow or architecture and retail business processes. The incumbent participates in cross-functional teams to solve business and/or systems issues, serves as subject matter expert for CED-IIT database system (IITAPP) and creates specifications for business, computer and sales transaction systems to meet requirements; validates requirements against needs. This individual contributes to the requirements of details of automated systems, and executes unit integration and acceptance testing.

Responsibilities

30% Applies technical knowledge and business analysis concepts to identify, evaluate and define complex systems scope and objectives through research and fact-finding combined with an understanding of applicable business systems and industry requirements. The position manages the CED's Student Technology Center and provides oversight of its daily operations; supervises and trains staff in a multiplatform environment to troubleshoot and resolve technical problems; insures smooth day-to-day operations of facility. These activities include transactional-based collection of fees for access to optional technical services provided by CED; working with the Managers of the Digital Fabrication Lab, Fabrication Shop, and Computing Labs to troubleshoot and manage business process and technical service integration and maintains the paper and electronic forms used to collect transactional data according to Campus records requirements. The position must resolve student, faculty, or staff IT or business complaints; must interpret existing Campus, CED or IIT policies as it affects individual users; and identify patterns to help identify systemic issues that need to be addressed. Reviews and updates content on the Computing Resources pages of the CED website. As a member of a technical team, this position participates in technical and business trouble-shooting or problem-solving.

15% Analyzes business problems to create specifications for systems to meet user and business requirements. Provides technical knowledge in identifying, evaluating and developing complex systems and procedures. Initiates, facilitates, implements and documents work process changes. Works at advanced technical level of most phases of systems analysis while considering the business implications of the application of technology or services to the current and future business environment. Performs complex analysis of business and user needs, documentation of requirements, and translation into proper system requirement specifications. Position will participate in and may guide or advise IIT staff in their efforts on analytics, metrics, and documentation. Conducts an annual Risk Assessment of the Student Technology Center, develops and documents plans for mitigation actions. Assists with the annual review and update of CED's Business Continuity Planning documents. Creates data acquisition systems: collects, analyzes and reports on critical metrics. Other analytical tasks may be assigned as required.

15% Validates requirements against needs. Implements CED security policy and may be asked to provide advice to Departmental Chairs, Managers, faculty and other staff in matters related to FERPA and personally identifiable information. Works with CED units regarding Waivers and the protection of FERPA data used in their functions. Works with the Police Department and serves as the physical access administrator for C-Cure. Participates in cross-functional teams to solve security-related business or systems issues related to physical access to CED's building and its facilities. Within the Student Technology Center credit cards are used to process payments so this position is also responsible for meeting PCI physical and regulatory data security requirements. Conducts annual required audits and report findings to Campus and outside agencies, mitigates any identified concerns, and is CED's liaison with the Campus Credit Card Coordinator. May be required to investigate and document internal security-related incidents. Where appropriate formalizes plans and executes unit integration and acceptance testing.

15% Provides user support on new applications. Interviews, hires, trains, evaluates, and supervises a team of student assistants: 6-10 computing resource business and technical workers. Assigns work to students/staff based on the abilities and skills that are required for a positive outcome. Trains students/staff to perform business and technical tasks as well as providing quality customer service. Creates and manages student worker schedules. Assists in the initial assignment of Help Desk tickets to appropriate student workers or staff based on knowledge of the person's abilities and skills and organizational areas of expertise. Assists in the coordination of in-service training for IIT staff and student workers; provides user support and training on new applications as required.

10% Gathers, analyzes and documents requirements and revises existing system logic issues. Gathers, analyzes, prepares and summarizes business, financial, and user needs, documenting requirements, and revising existing system logic or business processes as necessary. Conducts daily transactional reconciliation for credit card processing and reports totals to the Finance Department. Performs chartstring transactional reconciliation for inter-campus and interdepartmental purchases of computing and printing services. Assists with the annual student computing budget, monitors expenditures and revenues, and adjusts as required. Will have Blu card authority for emergency purchases to assure instruction is not interrupted, but will conduct majority of purchases via Bear Buy.

10% Participates in cross-functional IT and technical teams to solve complex business or systems issues. Helps resolve software and hardware questions, issues and manages CalNet computer accounts and handles difficult clients. Initiates, designs or modifies operating and administrative procedures to solve complex problems; considers computer peripheral equipment capacity and limitations, warranty, operating time, and form of desired results. Works directly with the Computing Lab Manager to program printing fixes when required, works with the System Admin to fix server-based printing issues, or works with vendors for warranty service. Coordinates with CED IITAPP database developer, analyzing bugs and technical failures and evaluating testing fixes.

5% Applies professional concepts to design details of automated systems. Develops basic user interface designs. Under general supervision, works with CED IIT programmer to design and develop the IIT departmental database, IITAPP. Serves as lead business analyst to develop applicable requirements, assist with basic user interface design, participate in executing integration of new modules and conducting acceptance testing.

Bachelor's degree in related area and / or equivalent experience / training.
Preferred Qualifications

Knowledge of common campus-specific and other computer application programs including BFS, BAIRS, Microsoft Office, etc.
Knowledge of other related areas of IT, such as CalNet authentication, Risk Analysis, Business Continuity, web publishing, etc.
Knowledge of central campus department processes and procedures, e.g. BearBuy.
Skills associated with analysis of processes and problems, information flow and architecture.
Advanced knowledge about security requirements, policies, and audits in a campus setting.
Customer service and/or retail sales experience.
Experience with managing a small IT service organization within a larger context.
Project planning skills needed to develop and implement plans.
Experience with instructional activities and dealing with students and faculty in an educational environment.
Ability to write analytical documents and analyze data.
Ability to speak in front of groups and facilitate group meetings.
Good negotiation and mediation skills.

The hourly salary range designated for this position: $32.09 - $33.33; however, starting salary will be commensurate with experience.
