Department Purpose
Student Housing and Dining Services (SHDS) is a self-supporting auxiliary that provides housing and dining services to approximately 15,000 undergraduate, graduate, and students with families who live in on-campus residential facilities (university owned/managed and Public-Private-Partnerships), as well as providing residential, retail and catering dining services for the campus community. Job Summary
Reporting to the Director of Human Resources, in conjunction with second HR Specialist with a high degree of independence and autonomy on a day-to-day basis, provide consultation, leadership, analysis, advice, planning and management regarding organizational and Human Resources issues for Student Housing and Dining Services. Work directly as primary point of contact with supervisors and managers in Student Housing and Dining Services and Hyatt to coordinate recruitment, position maintenance and training for Student Housing and Dining Services and Hyatt career, limited term, per diem, TES (Temporary Employment Services) and student positions. Provide a full range of HR management, labor and employee services including research, interpretation and implementation of personnel policy and complex contract language to ensure consistency and compliance. Maintain confidentiality and discretion in all areas. Provide analysis and make recommendations for continued improvements to HR practices and procedures that directly affect all Student Housing and Dining Services employees.
This position works with a high degree of independence to provide leadership and management in the areas of HR Management, Employee and Labor Relations and Training and Development; works with the Shared Service Organization, managers, supervisors, staff, and third-party Food Contractor's managers and supervisors, in support of a diverse multicultural operation. ~1,623 total staff (may range)- 581 career FTEs (PSS, CX, TX, SX, HX, K3, 99)- $258M Annual Budget.

PHYSICAL DEMANDS
- Lift boxes and files weighing up to 20 lbs. Use computer equipment for extended periods of time (6-8 hours per day).
WORK ENVIRONMENT
- Work a schedule to meet the HR needs and deadlines of a day and weekend 24-hour operation.
- Restricted vacation during peak workload periods.
- Work occasional evenings and weekends to meet operational needs

MINIMUM QUALIFICATIONS
Minimum Education/Experience:
- Experience managing human resources in a large complex organization, including managing employee and labor relations issues.
- Experience analyzing collective bargaining agreements and employment law, advising management.
- Leadership and decision-making experience to chair meetings, train staff, problem solve and evaluate business needs.
- Extensive experience working with the principles and practices of human resources management, including recruitment, classification and compensation administration, employee and labor relations and performance management.
- Professional human resources experience using in-depth knowledge of human resources programs and services including analyzing, interpreting and applying personnel policies, practices and regulations to perceive potential issues, weigh facts and develop appropriate resolution and response.
- Experience advising and guiding managers on sensitive employee and labor relations issues and processes including hiring and evaluating employees through counseling, corrective action, etc.
- Experience using writing and communication skills to prepare and present documents, reports, proposals for management and correspondence with various constituencies.
PREFERRED QUALIFICATIONS
Preferred Education/Experience:
- A combination of education, training, and professional HR experience from which comparable skills can be acquired.
- Experience applying federal and state laws and regulations, including Worker's Compensation, FMLA and ADA.
Preferred Knowledge, Skills, and Abilities (KSA) :
- Knowledge of UC policies and procedures, including working knowledge of UC benefits and retirement programs, DaFIS/Kuali, PPS, Kronos, Aggie Service, OPTRS, Decision Support, PeopleAdmin, as well as other campus systems.
- Skill to write, communicate, and interpret fluently in the Spanish language, including explaining payroll calculations and computations, benefits and staff programs (i.e. FML, Workers' Compensation)
