Department BSD MED - Section Administrator: General Internal Medicine - Research Management Staff - Chin About the Department This position will support The Advancing Health Equity: Leading Care, Payment, and Systems Transformation program (Advancing Health Equity). Advancing Health Equity is a national program that includes a learning collaborative and technical assistance activities for seven teams comprised of state Medicaid agencies, Medicaid health plans, and health care provider organizations and systems in the states of Delaware, Illinois, Maine, New Jersey, Pennsylvania, Tennessee, and Washington. The program and teams work together to design integrated payment and health care delivery reforms to reduce health and health care disparities and address social determinants of health. The program generates best practice and policy recommendations from these activities for national dissemination. It will expand the learning collaborative in 2023 by recruiting up to five additional teams, increasing its emphasis on partnering with patients and community, and developing an anti-racism framework and culture for the program staff members and learning collaborative participants. The Advancing Health Equity program office works in collaboration with its funder, the Robert Wood Johnson Foundation, and two partner organizations: the Center for Health Care Strategies and the Institute for Medicaid Innovation. Job Summary The Health Systems Transformation Specialist will work closely with the Advancing Health Equity team to manage technical assistance components of the Advancing Health Equity Program which includes a learning collaborative and technical assistance activities directed at state-based teams comprised state Medicaid agencies, Medicaid managed care plans, and health care organizations/systems. Examples of technical assistance programming include interactive in-person and web-based trainings covering a myriad of topics, developing and delivering implementation tools and resources, and tailored consultation services to each of the teams. The Health Systems Transformation Specialist will hold the primary relationship with Learning Collaborative teams and work to coordinate and provide support (via tools, resources, and consultation). The program is designed to discover and disseminate best practices and health care policy recommendations for the integration of equity-focused payment and health care delivery reform interventions to reduce and eliminate health and health care inequities. The Health Systems Transformation Specialist will help manage research components of the project and will work to synthesize data and identify key lessons and recommendations from existing and newly discovered knowledge for learning collaborative participants as well as broader audiences. The position offers multiple opportunities to co-author papers submitted for competitive review and to develop training content, best practice and lessons-learned summaries, and additional tools and resources. Responsibilities Coordinate the design and delivery of trainings, tools, and resources (technical assistance) that draw upon lessons learned from the program and its partners, existing literature, and others working to advance health equity. Examples of delivery methods include webinar-based training, in-person and web-based technical assistance to state Medicaid agency, Medicaid managed care organizations, and health care delivery organization team members. Serve as lead Learning Collaborative Team manager, providing consultation session facilitation for all teams as well as coordination of support services for all teams. Work independently and within teams ensuring that the project progresses according to specified goals and time parameters. Conduct academic reviews of scientific published and unpublished literature as assigned. In conjunction with program leadership, refine and revise broad research questions into manageable research hypotheses and aims. Create and implement qualitative data collection protocols, including creating interview guides, recruiting and tracking participants, conducting interviews or focus groups, and coding/analyzing data. Work closely with members of learning collaborative teams and external partners to describe and analyze key details of health care payment and delivery reform, synthesize data, and identify key lessons and recommendations. Participate as co-author to support academic papers led by other team members, as interested. Present research findings at meetings and conferences, as interested. Supervise masters level students who work with the initiative for short-term research projects. In collaboration with AHE Project Coordinator, administrative support staff, and other team members, lead the development and implementation of virtual and in-person convenings. Track and respond to external customer/stakeholder inquiries and requests. Plans and conducts quality assurance reviews and recommends changes as appropriate. Interacts with faculty, researchers and staff for committee work or information. Performs other related work as needed. Minimum Qualifications Education: Minimum requirements include a college or university degree in related field. --- Work Experience: Minimum requirements include knowledge and skills developed through < 2 years of work experience in a related job discipline. --- Certifications: --- Preferred Qualifications Education: Advanced degree. Experience: Relevant health or health services research or technical assistance delivery experience (consultation or support). Experience with or knowledge of health care research and project management. Relevant experience providing consultation services and technical assistance programming to state Medicaid agencies, Medicaid managed care organizations, and/or health care delivery organizations. Ability, with experience, to interact effectively with at least one subset of the populations and communities living with health inequities and systemic oppression and discrimination (e.g., racism, heterosexism). Working knowledge of health and health care equity. Preferred Competencies Strong public speaking skills and comfort with facilitating difficult and complex conversations with teams made up of multiple organizations. Superb organizational, time management, and prioritization skills and proven experience coordinating a variety of activities in a timely manner. Ambitious and imaginative problem-solving skills with ongoing attention to detail. Experience and proven ability to create virtual and in-person training sessions for adult learners. Tolerance for ambiguity. Proven skill in working both independently and within a complex team environment. Ability to maintain positive relationships with team members and partners during occasional stressful, time-sensitive situations. Strong ability to work with people from diverse lived perspectives and cultures. Impeccable problem-solving/analytic skills with ongoing attention to detail. Excellent proven writing and editing skills and ability to synthesize and translate complicated material into clear language. Foundational knowledge of quantitative and qualitative research methods required; intermediate or advanced knowledge. Ability to maintain confidentiality. Demonstrated computer literacy and computing skills sufficient for effective use of diverse managerial and administrative computer applications, technical writing, word processing and spreadsheets. Working Conditions Occasional weekend or evening work hours. Ability to travel to national meetings and conferences when COVID-19 safety protocols allow (approximately .10 - .15 FTE on average).
