Other Conditions: Full time, 11-month, general funds, to begin approximately November 2024, pending position clearance, availability of funds, and actual staffing requirements. Renewal of appointment contingent on satisfactory performance and availability of funds. Position may be converted from 9 to 11 months or 11 to 9 months based on operational needs. 

Duties and Responsibilities 
  • Provides human resources (HR) support & is responsible for a wide range of HR duties to assist HR Manager in providing professional, personalized & efficient services to employees.
  • Assists in reviewing, analyzing, evaluating and recommending of position descriptions for classification actions for compliance with position specifications, administrative procedures, and other pertinent policies, regulations and laws.
  • Assists with the review of all aspects of position advertisements/announcements to ensure conformance to established minimum and desirable qualification requirements, duties and responsibilities, salary, position title and appropriate format.
  • Reviews requests for all appointments assigned such as instructional, non-instructional, casual, non-credit and overload appointments for accuracy and completeness. Ensures actions are following collective bargaining agreements, administrative procedures, including but not limited to, appropriate account codes, justification, etc.
  • Assists with the review and processing of BOR and civil service hiring, terminations, and resignations, casual hire appointments, and other HR requests in compliance with UH policies, procedures and CBA provisions. Assists in completing forms/process for filling of civil service positions, APT and faculty positions.
  • Advises new hires and departments on matters related to I-9 requirements (including certification) and monitors certification/verification of documents to ensure that all departments are in compliance with INS laws.
  • Administers rules and regulations, and develops campus policies and procedures for the Student Employment and Cooperative Education (SECE) program. Oversees the processing of student appointments.
  • Assists in developing and writing position descriptions. Establishes and/or classifies position classifications and pay. Reviews requests for pay increment and/or promotion.
  • Assists with advising administration, supervisors and staff on applicable laws, policies, procedures, practices, and collective bargaining agreement provisions. Obtains guidance from HR Manager on situations of higher technical complexity.
  • Keeps abreast of laws relating to disclosure of confidential information in accordance with administrative procedures, Office of Information and Practices directives, FERPA, etc. Reporting to Human Resources staff of changes.
  • Assists in the management and maintenance of all confidential personnel files and records, in accordance with State and Federal laws and union contracts.
  • Reviews and ensures that the maintenance and processing of leave requests, leave without pay, family leave, military leave, etc. are in compliance with CBA’s and administrative procedures. Replies to inquiries and resolves any discrepancies.
  • Assists with the preparation of all payroll/personnel notification forms for Faculty and APT appointments using the computerized human resources information system to ensure continuity of services. Keeps abreast of current procedures and features.
  • Assists with the coordination of employee benefits. Keep abreast of current rules and regulations related to employee benefits.
  • Assists in coordinating and conducting training and orientation sessions for faculty and staff. Assists in the planning and coordination of various campus events to benefit staff development.
  • Reviews requests for tuition waiver and approves/disapproves requests. Maintain records and prepares reports as required.
  • Assists in managing the performance review and evaluation process for APT appointments to ensure timely completion and follow-up.
  • Assists with compiling and organizing data reporting and fact-finding in various areas such as complaints, compliance, grievances, etc.
  • Other duties as assigned or directed.  

Minimum Qualifications
Possession of a baccalaureate degree in Business Administration, human resources management or related field and 0 year(s) of progressively responsible professional experience with responsibilities in human resources management; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
 
Knowledge, Skills and Abilities
• Functional knowledge of principles, practices and techniques in human resources management demonstrated by knowledge, understanding and ability to apply concepts, terminology.
• Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with human resources administration.
• Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the human resources management.
• Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
• Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members, and individuals.
• Demonstrated ability to operate a personal computer and apply word processing software.
 
Desirable Qualifications
  • 1 or more years of HR experience.
  • Some experience in human resources at a college/university. Knowledge of wide range of employee benefits.
  • Strong background and experience working with a computerized human resources information system (such as PeopleSoft), database programs, Microsoft Word and Excel.
  • Evidence of ability to effectively perform work under conditions of multiple priorities, deadlines, and interruptions.
