Position Summary:
The University is party to a Concession Agreement, under which the major utility systems on the Moscow campus are leased to a third-party concessionaire, which operates and maintains the systems on behalf of the University. This Public Private Partnership (P3) is a fifty-year arrangement, governed by the Concession Agreement. Future P3s are contemplated for housing and parking at the University of Idaho.The Director of P3 Administration serves as the operational contact and liaison for the Concessionaire and the Concessionaire's Operator, overseeing operational standards in accordance with the utility P3 Concession Agreement and possible future P3 agreements.
Responsibilities include:
- Overall contract management and oversight for the P3 Concession Agreement.
- Budget forecasting and planning efforts necessary to assure adequate support for projected campus needs, loads and requirements.
- Providing review of P3-related capital projects; providing recommendations regarding maintenance procedures, shutdowns, equipment and system repair, replacement, and capital improvements.
- Providing system investigation, fault finding, review, and recommendations.
- Project management; process improvement; managing and performing compliance, testing, and reporting.
- Directing MS4 stormwater permit activities.
- Providing or coordinating evaluation expertise on infrastructure and building systems as required.
- Developing economic and lifecycle cost analysis for the conservation of energy and economy of mechanical systems across campus.
- Responsibility for contract management for future P3s may fall under the purview of the Director of P3 Administration.
Minimum Qualifications:
Bachelors Degree in Engineering, Business Administration, Accounting/Finance, Architecture, Operations Management, Real Estate, or a closely related discipline. Five years of oversight and/or management-level project or contract administration in a complex infrastructure, utilities, construction, facilities management, or a closely related functional area of a multi-division organization to include:
- Analyzing technical, legal, and financial data related to the built environment and/or utilities to identify opportunities for improvements and solutions to complex issues and problems.
- Managing multiple projects and priorities with a high degree of administrative detail in a fast-paced environment.
- Developing, analyzing, implementing, and assessing progress towards - and effectiveness of - long-term business plans.
- Collecting, compiling, analyzing, and summarizing information from a variety of sources; formulating and relaying findings and recommendations to leadership.
- Financial modeling for decision support including calculating simple payback, present value, net present value; future value, return on investment, and lifecycle costing.
- Serving in a liaison role with internal and external stakeholders at all levels of the organization, managing conflict and negotiating resolution between participating parties.
- Data management and business modeling.
Preferred Qualifications:
Knowledge of asset and facility management principals, building systems, and occupant/user services issues on large commercial, institutional and/or industrial infrastructure.Education/Licenses
- Masters degree in Engineering, Business Administration, Accounting/Finance, Architecture, Operations Management, or Real Estate or a closely related discipline.
- Project Management Professional certifications.
- Experience within a university (or similar campus) environment.
- Experience with public sector utilities, facilities, real estate, and housing management.
- Experience with P3s.
- Experience in LEED and International Energy Code.
- Experience in district and building level utility systems.
- Working successfully with individuals from diverse background and cultures.

Physical ability to: lift and/or otherwise move items weighing approximately 30 pounds.
