Overview:

URC is anticipating USAID funded five-year TB Luzon Activity in the Philippines. USAID’s TB Luzon Activity will propel the country toward achieving the 95-95-95 global 2030 TB targets. The TB Luzon Activity is designed to empower local counterparts, spur local innovations, and scale up TB screening, diagnosis, prevention, and treatment. This will be achieved through bridging local success with Global perspectives, promoting people centered care, expanding quality services, integrating smart technology and strengthening data driven decision making. By expanding evidence-based TB services coupled with end-to-end data visibility, we will empower national, regional, and local decision makers to use real-time data for informed decision making, strengthening adaptive management and learning.

URC seeks an experienced Finance Manager for the anticipated five-year USAID funded TB Luzon Activity in the Philippines. Under the supervision of the Finance and Admin Director, the Finance Manager will oversee financial operations, compliance, and reporting within the organisation. Key responsibilities include ensuring adherence to URC and USAID regulations, managing cash flow, reviewing payroll transactions, and maintaining accurate financial records. The role involves collaborating with various teams, quality-checking expenditures, and supporting the Finance and Admin Director. Additionally, the Finance Manager handles documentation, fund management, and other relevant tasks as needed.

Roles and Responsibilities:

The Finance Manager will be responsible for the following activities:

Compliance to Policies and SOPs

  • Ensure compliance with URC and USAID rules, regulations, and policies;
  • Establish (where appropriate) and maintain standard financial operating procedures.


Financial Planning and Expenditure Oversight

  • Conduct timely financial planning, expenditure tracking and audit of financial resources;
  • Support the Finance and Admin Director in organizing and overseeing project cash management processes, including liquidity management, budgeting of cash projections, bank relationship management, timely accounting and reconciliation of all transactions and the security of cash assets on site;
  • Assist in troubleshooting and providing appropriate support and supervision to the finance team when required;
  • Manages and ensures timely financial reporting – both internally and externally: Ensure that all financial transactions are properly recorded and that financial reports are accurate and timely;
  • Compile wire request received from Regional offices and prepare a consolidated bi-monthly Wire Transfer Request to HQ;
  • Prepare a monthly Cash Flow Analysis – wire request versus utilization;
  • Review the initial payment request and other financial documents for the F/A director's signature;
  • Review and initial transaction vouchers (Disbursements, Receipts and Journal Vouchers);
  • Review and verify payment transactions/project disbursements submitted by the Regional and Central Office staff. Ensure that all supporting documentation is complete, expenses are allowable and in accordance with the URC policies and procedures;
  • Monitor and track advances and liquidations of all staff like travel, workshop, and related expenses;
  • Prepare necessary documents for authorised disbursements and ensure that all payments are made promptly and accurately.


Payroll

  • Review monthly payroll transactions prepared by HR before payment processing and submitted to F/A Director for approval;
  • Review payroll computation and final pay before signature of the F/A Director.


Quality control

  • Quality check of all expenditures with correct coding before approval;
  • Ensure that fund utilization and financial documentation comply with and are in accordance with the terms and conditions of URC and the USAID;
  • Ensure that adequate, efficient, and effective fund management, accounting and internal control systems and procedures are in place.


Procurement

  • Review and verify procurement documentation following the procurement checklist before payment;
  • Track and report on cost share accomplishments;
  • Carry out any other relevant tasks as required and mutually agreed with the supervisor.


Qualifications:

  • A Bachelor’s degree or higher in Finance, Accounting, Business or other Management-related degree;
  • Minimum of 8 years of professional experience in the areas of finance, accounting, operations management and/or contract management;
  • Knowledge and experience of US government other international donor policies and procedures and management of donor funding and projects;
  • Strong understanding of and demonstrated capacity to manage financial systems and procedures;
  • Strong organizational, financial reporting, management, and interpersonal skills;
  • Advanced computer skills; knowledgeable in accounting software, MS Windows, Excel, and Word;
  • Excellent Communication Skills; fluency in oral and written English;
  • Ability to work under pressure with tight deadlines;
  • Strong interpersonal and teamwork skills;
  • Proficiency in using Costpoint accounting system is preferred;
  • Prior experience working with USAID-funded project programs preferred.
