Duties

The IG heads an independent and objective organization responsible for audit, investigation, and fraud control related to the programs and operations of the agency. The IG is responsible for carrying out and supervising the functions, powers, and duties of the Office of the Inspector General (OIG) as provided in the Inspector General Act of 1978, as amended. The IG provides leadership and coordination and makes recommendations to promote economy, efficiency, and effectiveness in the administration of programs and operations, as well as to prevent and detect fraud and abuse in such programs and operations.The IG is the principal advisor to the Commission on the above matters and is responsible for keeping the agency fully and currently informed about problems and deficiencies relating to the administration of the agency's programs and operations and the necessity for corrective action.

HANDLING ALLEGATIONS:
The IG serves as EEOC's point-of-contact regarding the detection and prevention of allegations of fraud, waste, abuse, mismanagement, and/or the perception thereof. The IG receives, reviews, and determines the need to investigate allegations. Allegations may take the form of written correspondence, phone calls, emails, one-on-one discussions/complaints, or requests for investigative support. The IG makes recommendations to the agency on IG-related matters reported to the Office of Inspector General ("OIG") or on matters detected by OIG. The IG monitors resolution, compliance, and implementation of corrective action(s).

AUDITS:
The IG develops an annual written strategy of audits. Audits are to be conducted based on areas or programs that have been determined to be high-risk.

The IG conducts and/or supervises audits and investigations relating to agency programs and operations; recommends policies to promote economy, efficiency, and effectiveness in the administration of such programs and operations; and prevents and detects fraud, waste and abuse in such programs and operations.

The IG reports to and is under the general supervision of the Chair, EEOC. The IG does not report to or is subject to supervision by any other official or employee of the Commission. No program operating responsibilities are assigned to the IG. The IG exercises independence in initiating, carrying out, and completing any audit or investigation.

Qualifications

Minimum Qualifications:

Must possess at least one year of specialized experience at the GS-15 grade level or equivalent experience in the private or public sector performing the following duties:
1. Formulating administrative operations in support of a complex organization;
2. Developing necessary organizational staffing and financial plans and preparing standards, objectives, policies, and procedures;
3. Implementing methods to prevent fraud, waste, abuse, and mismanagement; and
4. Directing complex/functionally diverse operations pertaining to investigative matters of fraud, waste, and abuse.

As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Technical Qualifications (TQs) listed under "How You Will Be Evaluated." Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

In addition to the above minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Technical Qualifications listed below. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement.

Senior Executive Core Qualifications:

ECQ3 - Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risk. Leadership Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving and Technical Credibility.

ECQ4 - Business Acumen: The ability to manage human, financial and information resources strategically. Leadership Competencies: Financial Management, Technology Management and Human Capital Management.

ECQ5 - Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Influencing/Negotiating, Oral Communication, Partnering and Political Savvy.

NOTE: Responses to ECQs must not exceed 10 pages typed in 12-point font.

Technical Qualifications (TQ): In addition, all applicants must submit a written narrative response to the following TQ(s). Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc.

1. Extensive experience working within an Investigative environment including experience leading a risk assessment and management program for a large multi-faceted program.

2. Extensive involvement in, or broad knowledge of the work of an Inspectors General community; including the mission, strategic goals and objectives of each; including best practices and trends in auditing and law enforcement; changes in relevant laws, regulations, standards, policies and procedures, ensuring all are in compliance.

3: Extensive experience overseeing a financial program or revolving fund, contract negotiations, procurement involvement and in developing and improving financial controls and procedures; ensuring proper utilization of resources.

4: Extensive experience in the delivery or management of programs in a civil rights law enforcement environment.

Background Investigation: This position requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

You will be evaluated for this job based on how well you meet the qualifications above.

How you will be evaluated:
The servicing Human Resources Specialist will forward all minimally qualified applicants to be evaluated by an Executive Resources Board (ERB) rating panel of senior managers to determine the degree to which they possess the executive core and professional/technical qualifications, and best qualified candidates may undergo an interview and a reference check. The ERB rating panel will make recommendations on best qualified candidates to the appointing authority.
