Duties

Incumbents will receive assignments of a developmental nature, which are designed to prepare them for higher-level work as IT Specialists. Duties may include, but are not limited to the following with supervisory/senior advisor assistance:

  • Catalogs/maps systems and interfaces used to manage data, establishes standards for data management, analyzes current state, determines desired future state, and identifies
    projects needed to close the gap between current state and future goals.
  • Analyzes data models using data modeling tools. Works with higher-graded team members to take specific measures to make certain that architecture and standards
    support process reengineering and system modernization.
  • Develops models for capabilities and processes to support agencies and operations and support functions in the Department.
  • Assists in the development of the underlying rationale and business cases for allocation of IT resources. Completes on-the-job assignments to learn the processes, roles, and
    responsibilities involved in enterprise-wide technology implementations. Organizes business processes and IT infrastructure information to improve the integration and standardization of the DOL Enterprise Architecture.

Qualifications

Education

A. Bachelor's Degree with Superior Academic Achievement (SAA). Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR the degree provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. SAA may be met by one of the following three:

  • Class standing – must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;
  • Grade-point average (GPA) – GPA of 2.95 or higher overall, a GPA of 2.95 or higher for courses completed during the final 2 years of the curriculum, or a GPA of 3.45 or higher for your major GPA or for courses in your major completed during the final 2 years;
  • Membership in a national scholastic honor society.

OR

B. One Full Academic Year of Graduate Level Education. Bachelor's Degree must have been in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR the degree provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience

IT-related Experience; experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience must have demonstrated each of the four competencies listed below.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail. An experience indicator at this level includes planning, prioritizing, and organizing one’s own work.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. An experience indicator at this level includes orally presenting information and ideas in an understandable manner.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. An experience indicator at this level includes orally presenting technical information in an effective, professional, and understandable manner in formal settings; engaging in discussions and sharing of information with co-workers or team members.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. An experience indicator at this level includes resolving simple or routine situations that impact one’s own work; gathering and applying information from standard materials or sources; investigating and collecting needed information to outline a proposed solution to a simple problem; utilizing various sources to conduct research to acquire information sufficient to support decisions and problem resolution recommendations; gathering and analyzing facts and drawing logical conclusions.

Specialized Experience

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-5, in the Federal Service to qualify for this position.

Specialized experience is defined as:

  • Experience developing and sustaining relationships with customers' management and staff; capturing new or ongoing IT concerns and priorities for tracking and/or resolution.
  • Experience facilitating discussions with non-technical customers, to collect and understand the organization's mission/objectives, specific business needs, current-state pain points and pressures, and translate them into formal IT business requirements.
  • Experience presenting customer requirements and priorities to IT subject matter experts (e.g., developers, project managers, desk-side support, product managers) to develop and recommend appropriate solutions.
