Duties

  • Serve as the Delivery Manager (DM) for one or more products supported by the Recruitment Systems Branch (RSB) Product team/Owner.
  • Serve on a matrixed delivery team and lead agency-wide teams through the System Development Lifecycle for Recruitment Systems (i.e. USA Staffing, eClass360, USA Hire, etc.)
  • Apply tools and standards to plan, execute, monitor, and control performance for the implementation of enterprise solutions for VA HR needs as directed by HCIS/RSB Product Owners.
  • Manage shifting priorities and demands to ensure project results and that both functional and timeliness requirements are met.
  • Provide and facilitates clear and concise communication across impacted parties to include stakeholders, CEHRIS management, VA management, and others.
  • Provide project management, leveraging industry agile methodologies as appropriate, providing iterative system development, testing, training, deployment, and sustainment across the VA enterprise.
  • Remain up to date on current and pending laws, regulations, executive orders, mandates, and judicial decisions that impact functional aspects of Human Resources.
  • Leads IPTs as the Subject Matter Expert for product needs from the design phase through deployment.
  • Define the data requirements and system/ service specifications to fulfill identified CEHRIS needs across the VA enterprise.
  • Create training and/or instructional materials to include standard operating procedures, training plans, training guides, and other material used in the implementation of enterprise CEHRIS solutions or CEHRIS business operations.

Specialized Experience:
To qualify at the GS-13 grade level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position.

Specialized experience for this position is defined as: (1) leading information system teams in planning program activities, including work performed, performance work statements, to deliver business value through the development and execution of work activities, while aligning with agile and/or scrum practices; (2) liaising between program management offices, policy offices, customers, applications management, and multiple project teams to deliver products and services; (3) executing product and service delivery strategy; AND (4) presenting information orally and in writing to non-technical audiences.

Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

Physical Requirements: The work is sedentary. The work involves considerable walking, standing, and bending in searching various files. There is Occasional lifting and carrying of such items as record boxes, claims folders, and shred envelopes. May also involve the operation and maintenance of shred receptacles and/or Shredders.is sedentary. Typically, the employee may sit comfortably to do the work.
