Duties

The work carried out by this standardized position is applicable to the Division of Energy Employees Occupational Illness Compensation (DEEOIC) to administer the Energy Employees Occupational Illness Compensation Program Act (EEOICPA) by developing and adjudicating new claims for benefits, managing ongoing claims, authorizing and paying medical and compensation benefits to injured workers and survivors.

Additional selections may be made using this announcement.

Relocation/PCS funds are not authorized.

Major Duties of this position includes but are not limited to:

  • Leading, managing, and directing a staff of subordinate employees in administering the EEOICPA. Assigns work to subordinates based on experience and abilities. Effects disciplinary measures as required. Ensures Equal Employment Opportunity goals and policies are met.
  • Keeps abreast of the terms of the local collective bargaining agreement in effect and responds to employee grievances in accordance with the agreement.
  • Timely provides correct information and responses to internal/external customers verbally or in writing. Participates in outreach activities with the claimant population. Exercises tact and diplomacy in approaching contacts in order to obtain the desired effect.
  • Continuously monitors workload reports to ensure the Unit's performance meets their division and OWCP operational performance goals. Manages pending caseloads to ensure cases are processed timely. Determines priorities of case work.
  • Ensures the integrity of entries in automated systems through sampling of case related data. Ensures work is completed timely and is of high quality. Performs performance reviews and appraisals and recommends promotions.
  • Identifies training needs for staff; directs and/or oversees on-the-job training activities. Resolves complaints from subordinates. Seeks guidance from Labor Relations in determining the appropriate course of action in personnel matters.
  • Provides policy, procedural and regulatory guidance and direction to subordinates for resolving issues, controversial interpretations of law, peculiar medical phenomena and for development purposes as appropriate.
  • Completes timely reviews of subordinates' work for appropriate development and proper application of the law.
  • Proficiency in software applications such as Office or Excel. Utilizes and adapts to new technology.
  • Assists in developing essential Adjudicatory and/or District Office policies and procedures on a wide variety of topics for efficient and economical work operations throughout the Office/Unit. Encourages innovation, creativity, and risk-taking amongst staff members.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Notification Concerning COVID-19 Vaccinations. Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized experience is experience in, or directly related to, the line of work of the position to be filled, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience must include all of the following:

  • Experience reading, interpreting, and applying regulations;
  • Experience in the processing of complex medical or compensation claims;
  • Ability to meet organizational goals and objectives;
  • Experience dealing with both internal and external customers.

In addition to the above, specialized experience must also include a majority of the following:

  • Experience developing, mentoring, or leading staff;
  • Experience reviewing and analyzing data and determining priorities.
