_Duties:
You will serve as a Data Scientist (Statistical Analyst) for the Small Business Administration (SBA), Office of Disaster Assistance (ODA), Disaster Data Analytics and Information Technology Division in Washington, District of Columbia. This position provides subject matter expertise in the highly technical and specialized area of data sciences and is a key advisor to the DDAIT Division on all matters related to data science.
As a Data Scientist (Statistical Analyst) some of your typical work assignments may include:
- Working with large and complex data sets (big data) and performing extensive analysis of volumes of data through macros, pivot tables, etc.
- Ensuring all data analytics efforts are conducted in accordance with information security best practices.
- Developing changes to plans and/or methodology; and providing recommendations for improvements to meet program objectives.
- Developing policy and guidelines for specific areas of data science.
- Generating ideas for new algorithms, programs, policies, or approaches

- This is a Permanent position, which is a competitive service status position with a full-time work schedule.
- The pay range reflects WASHINGTON-BALTIMORE-ARLINGTON locality pay. The actual pay will depend on the location of the employee's duty station.

Qualifications:
Basic Requirements:
A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
or
B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If qualifying based on related unpaid (e.g. volunteer service) experience, you must provide hours worked per week and beginning/ending dates (mm/yyyy to mm/yyyy).

Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
- Working with large and complex data sets (big data) and performing extensive analysis of volumes of data through macros, and pivot tables.
- Working knowledge of data modeling, query authoring, and/or performance tuning with an understanding of data modeling best practices, and/or relational and graph databases.
- Using longitudinal databases or statistical analysis software platforms (e.g., R-Studio), or familiarity with Oracle database structures and queries using structured query language (SQL) and visual programming tools or SQL development tools, and/or other similar systems.
- Developing mathematical or statistical relationships that are new or significant departures from the relationships established in previous problems, studies, or investigations, which produce outcomes that are somewhat original in nature.
- Experience in developing, testing, experimenting, and advising on new technologies, methods, approaches, and guides.
Education:
GS-13: There is no educational substitution at this grade level.
