Basic Requirements:
Specialized Experience is experience which is in or directly related to the duties of the position to be filled such as non professional nursing care, work in a hospital, outpatient clinic, nursing home, or other medical, nursing, or patient care facility, or in such work as that of a home health aid. While working in the above areas the duties must have included technical and medical support functions such as personal care needs, i.e bathing, feeding lifting, taking vital signs collecting specimens or other functions which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties as described in this announcement.
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.

One year of progressively responsible assignments and experience equivalent to the GS-4 level which demonstrates knowledge, skills, and abilities that are directly related to the specific assignment. (b) Education. Successful completion of a 4-year course of study above high school leading to a bachelor's degree that included 24 semester hours of courses related to health care or possession of a bachelor's degree; AND

Duties include, but not limited to:
- Performs personal hygiene to patients, including shower, tub, or bed bath. Provides nail, hair and oral care (with suctioning of oral cavity if necessary). Assists with normal bladder and bowel eliminations. Encourages self-hygiene within patient's ability and potential.
- Changes/makes hospital beds including specialized beds. Maintains a neat and clean patient environment by properly storing personal belonging and supplies, wiping up spills and disposing of trash.
- Performs range of motion activities, positions patients and performs preventive skin care as directed by the nurse.
- Ambulates patients. Accompanies patients to selected areas for diagnostic and therapeutic treatments.
- Reports any/all unusual conditions and performs first aid measures for life threatening conditions such as cardiac arrest, seizures or respiratory failure.
- Feeds patients who cannot feed themselves and assists those who help. Checks patients for adequate food and fluid intake. Assists with oral care after meals as needed. Teaches self-feeding as appropriate.
- Maintains elevation of the head of bed as prescribed for patients with tube feedings.
- Performs care to patient with indwelling urinary catheter by cleansing area at junction of catheter and meatus. Maintains gravity drainage by keeping drainage bag at appropriate level. Applies external urinary device appropriately as directed by the nurse.
- Cares for patients with casts or traction as directed by the registered nurse.
- Assists with admission, transfer and discharge of patients.
- Records necessary information in clinical records.
- Assumes full responsibility for care, safety, and comfort of patients in transit.
- Gives post mortem care.
- Assists in maintaining a therapeutic atmosphere and proper appearance and cleanliness of the unit.
- Assists with proper disposition of supplies and equipment.
- Provides reality orientation to confused/disoriented patients.
- Provides appropriate observation for suicidal and homicidal patients according to procedure and close observation as appropriate according to procedure.

Basic Requirements:

- Education or Training. One year above high school with courses related to the NA occupation. Completion of an intensive, specialized, occupation-related course of study of less than one year as a nursing assistant may also meet in full the experience requirements for GS-3.

For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. (2) If an employee who was retained (grandfathered) under this provision leaves the occupation, the employee loses protected status of the grandfathering provision and must meet the full VA qualification standard basic requirements in effect at the time of reentry to the occupation.

Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
