Duties

As a Chief Of Staff, You Will

  • Serve as the Office of Policy's (OP's) Chief of Staff and assess and make recommendations on operational policies affecting OP's programs.
  • Provide leadership on operational, management, budget, policy and external affairs issues and concerns to ensure OP initiatives are aligned with the overall strategic goals.
  • Analyze strategic, program, policy, legislative and administrative issues, and processes for a variety of critical areas.
  • Formulate, define, and communicate mission and program objectives and requirements according to Administration and Departmental policies.
  • Undertake special assignments that cover a myriad of management-related activities to support strategic business planning and effective utilization of business management practices and tools including internal controls.

  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • This is a temporary promotion not to exceed 7 months and will NOT be made permanent. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay.
  • Temporary promotions may be terminated at any time based on the needs of management.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  • Implementing or providing strategic direction for initiatives that accomplish horizontal integration of programs/systems that advance domestic energy policy.
  • Planning, organizing, and/or directing the work of a team; and providing expert advice to senior leadership affecting broad aspects of the Office's programs and projects to align climate and clean energy priorities with day-to-day operations.
  • Developing or implementing a baseline for researching and evaluating initiatives related to major energy legislation (e.g., Bipartisan Infrastructure Law (BIL), Inflation Reduction Act (IRA), Infrastructure Investment and Jobs Act (IIJA), Clean Air Act, or similar law).

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
