Education
Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.

To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience is defined as: 1) planning and directing a program for operation, maintenance, repair and improvement of facilities; 2) determining operating and maintenance requirements; 3) preparing contracts and cost estimates for requested work; 4) conducting economic analysis using automated software; 5) and/or evaluating program effectiveness through inspection and management improvement studies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, GS-11.
You will be evaluated on the basis of your level of competency in the following areas:

Additional Information
- Reviews construction contracts, specifications and submittals to ensure the technical adequacy of repair and construction projects.
- Maintains inventory of facilities and equipment and manages the preventive and predictive maintenance practices.
- Monitors funding for maintenance and repair programs and service contracts.
- Provides cost estimates and economic analysis for requested work.
- Conducts facility management training for staff members.
- Inspects facilities to determine existing conditions.
- Prepares contract and cost estimate documents for maintenance and repair to facilities.
- Provides technical advice to supervisors, peers and subordinates interpreting regulations, policies, manuals, and standards.
Conditions of Employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a secret clearance
- The supervisor and selectee to sign a statement of understanding that the selectee can come on board before a security clearance adjudication is made, however, if they are unable to obtain the clearance, their employment will be terminated
- This position requires oversight of multiple facilities in the geographic region of Richmond and up to 250 miles away, which require periodic site visits.

- Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
- Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for work ability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
- Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
