Duties

As an IT Specialist, you will perform the following duties:

  • Serve as Technical Authority and project team lead in the day-to-day and long-term operations and maintenance of the assigned programs. Utilize the EMRS system to collect, store, and report maintenance data for the fielded systems within the National Weather Service (NWS). Provide oversight, overall operations, maintenance, upgrades, and long-term life cycle management of assigned systems. Provide key and critical maintenance data for those fielded systems providing weather and climate data nationwide.
  • Conduct expert-level analyses within the assigned programs of atmospheric, oceanic, or other technological assessments, such as maintaining National Weather Service (NWS) equipment and systems to establish performance and maintenance standards and/or requirements for the NWS Systems, NWS Program Managers, Regional Officials, field offices, other agencies, and the private sector.
  • Lead and participate in projects, teams, and meetings to advance National Weather Service Surface and Upper Air programs. Define project scope, requirements, and deliverables; develop, modify, or provide input to project plans; implement project plans to meet objectives; coordinate and integrate project activities; determine objectives, set priorities and coordinate/delegate work.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To Qualify At The GS-13

SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience MUST include all of the following:

  • Validating systems, equipment, and software are installed and maintained to meet operational needs;
  • Providing technical guidance to colleagues on IT issues;
  • Applying theories, principles, and practices of systems configuration management and change management; and
  • Performing database programming and administration (Oracle-type software), writing queries, sorting/changing data or adding/deleting users.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate for all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Well-qualified for CTAP and ICTAP eligibility includes those candidates who have been determined to exceed minimum qualifications for the position by attaining at least a rating of 85, but otherwise may or may not be among the highly or best-qualified candidates. CTAP applicants MUST submit the following documents:

  • A copy of your SF-50 "Notification of Personnel Action", noting current position, grade level, and duty location;
  • A copy of your latest performance appraisal including your rating; and
  • Any documentation from your agency that shows your current promotion potential.

ICTAP applicants MUST submit the following documents:

  • A copy of your RIF separation notice; notice of proposed removal for failure to relocate; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement;
  • A copy of your SF-50 "Notification of Personnel Action" documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc;
  • A copy of your latest performance appraisal including your rating; and
  • Any documentation from your agency that shows your current promotion potential.
