Supervisory Interdiscipinary

Duties

• Serve as the Chief for the Signal Intelligence/ Quick Reaction Capability (SQRC) Division in the Readiness Engineering (RE) Portfolio within the Engineering and Systems Integration (ESI) Directorate within the C5ISR Center.
• Performs work involving new concepts and ideas for SIGINT/CYBER/EW technology and equipment in achieving particular missions and goals, technological trends, significant advancements in operational and mission requirements.
• Lead customer engagements, stakeholder collaboration, inter- and intra- directorate collaborations, technology planning, and developing applicable roadmaps and programs; technical reviews of papers, presentations, and patents.
• Works with division staff in formulation of overall program execution, funding, design concepts, proposals evaluations, and reporting of the overall progress in the development effort.
• Identifies technological gaps that need to be bridged between concepts and practical materials, hardware and processes and/or methods for closing such gaps.
• Lead division staff in performing system engineering analysis of current and future Army SIGINT/CYBER/EW concepts and systems in support of the development, acquisition, and fielding of technology, techniques, and systems.
• Work with SQRC Division leadership to respond to any white paper taskers assigned to the division; lead development of QRC funded projects; support transition of QRC efforts to Programs of Record.
• Lead development of proposals for Small Business Innovation Research/Technology Transfer, Technology Maturation Initiative proposals, Funding Laboratory Enhancements Across Four Categories, Military Intelligence Program, and Manufacturing Technology.
• Military Intelligence Program (MIP), and Manufacturing Technology proposals in alignment with the division.
• Respond to Program Executive Office and Cross Functional Team priorities and roadmaps; division taskers; engaging with industry, and supporting OSD Communities of Interest (COI).
• Present briefings in multiple forums, both inside and outside the C5ISR Center; and advising leadership.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain a Top-Secret Security Clearance with Sensitive Compartmented Information (SCI) access.
• This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required prior to appointment and periodically thereafter.
• Temporary Business Travel is required approximately more than 25% of the time away from the duty station. The employee is subject to travel on short notice (i.e., less than 24 hours' notice).
• This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 60 months as of entrance on duty.
• Extended probationary period for the Engineers and Scientists Occupational Family is three years. unless the appointee has previously met the requirements as described in 5 CFR Part 315.
• One-year Supervisory probationary period may be required.
• This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
• This is a Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement.
• This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). To qualify at the DB-04/GS-14 grade level, in addition to meeting the basic education requirement listed below, you must have one year of specialized experience at the next lower grade level. Specialized Experience is defined as experience equivalent to the DB-03 pay band (or GS-13 grade level or higher equivalency) in the Federal Service which includes experience in one or more of the following: 1) Applying engineering concepts and providing technical advice in the development of Signal Intelligence/CYBER Electronic Warfare (SIGINT/CYBER/EW), Electronic Support, Electronic Attack technologies; 2) Developing and/or testing Communications systems, Radio Frequency (RF) sensors/receivers or the signal and data processing of RF for threat detection and geolocation, network operations, communications; 3) Developing concept of operations utilizing Electronic Warfare, SIGINT, Electronic Intelligence (ELINT), and/or Cyber; Electronic Support, Electronic Attack 4) Demonstrated Leadership Experience AND/OR 5) Developing and maintaining customer relations with internal and external stakeholders.

Basic Requirement for Engineering 800 Series

• Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

• Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
• Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
• Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico
• Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
• Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

• Degree: Bachelor's degree (or higher degree) in physics, or related degree that included at least 24 semester hours in physics. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

• Combination of Education and Experience: Courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. Basic Requirement For Chemistry Series (1320 Series)

• Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

• Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.

Basic Requirement For Mathematician Position (1520 Series)

• Degree: Bachelor's degree (or higher degree) in mathematics; or a degree with the equivalent of a major that included at least 24 semester hours in mathematics. The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

• Combination of Education and Experience: Courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education. Basic Requirement For Computer Scientist (1550 Series)

Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
